Chesapeake Bay Wastewater Treatment Plant Permit Modifications

DEC is proposing modifications to the SPDES discharge permits of 28 Chesapeake Bay Significant wastewater treatment plants in New York's portion of the Chesapeake Bay watershed. The modifications include discharge limits necessary to achieve nitrogen and phosphorus limits outlined in New York's Phase II Watershed Implementation Plan for the Chesapeake Bay Total Maximum Daily Load (PDF, 3.6 MB) and are intended to produce local water quality benefits in New York while also reducing nutrients delivered to the Chesapeake Bay.

Note: For the purposes of the Chesapeake Bay Total Maximum Daily Load (issued by EPA in 2010) and New York's Watershed Implementation Plan, wastewater treatment plants are considered "Bay Significant" if they have a design flow of 400,000 or more gallons per day (for municipal plants), or an equivalent nutrient load (for industrial plants).

Public Comment Period

A public comment period for the permit modifications began on November 6, 2013 and ended on December 6, 2013. The comment period was announced in the November 6 Environmental Notice Bulletin.

Proposed Modifications

The 28 permits being modified are available as PDF documents below. Each PDF includes the permit and fact sheet for that facility.
