Sodus Lime and Stone, LLC


The applicant, Sodus Lime and Stone LLC, proposes the development, operation and reclamation of a 32.7 acre bedrock mine on an approximately 64 acre site located at the southwest corner of Quarry Road and South Geneva Road in the Town of Sodus, Wayne County. The proposed project includes the stripping and placement of overburden material as berms; construction of an entrance road, scale house and plant area; and the processing (crushing and screening by a portable plant) and marketing of overburden materials which can be made into saleable aggregate materials; separation (by blasting), excavation (front end loader) and processing (crushing and screening by portable plant) of approximately 150,000 tons of bedrock consolidated material into marketable aggregate per year; seasonal dewatering of the bedrock quarry to facilitate mining and discharge of the water to NYS freshwater wetland SO-34 via a drainage channel; and reclamation of the excavated area to a 21.7 acre open body of water surrounded by vegetated area. It is estimated that it will take 25 years to extract the aggregate resource at the proposed rate.

The DEC, as lead agency, issued a Positive Declaration of environmental significance on May 5, 2010, held a public scoping on June 15, 2010, and issued the Draft EIS Final Scoping Outline on July 6, 2010. A Draft Environmental Impact Statement was initially submitted on December 1, 2011 and, after review of subsequent revisions, accepted by the DEC on January 2, 2013. The Draft EIS discusses the existing conditions and potential environmental impacts of the mine on land use, ground and surface waters, wetlands, noise, dust, traffic, wildlife, historic resources. The Draft EIS has been accepted by the Department as sufficiently adequate in format and content to be accepted for public review and comment.

A Notice of Legislative Hearing for Sodus Lime and Stone LLC was published in the Environmental Notice Bulletin (ENB) on January 9, 2013. The public hearing will be held on January 29, 2013 at 7:00 PM at the Sodus Town Court, 14-16 Mill Street, Sodus NY 14551. If the January 29, 2013 hearing is canceled due to inclement weather, the hearing will be held at 7:00 PM on January 31, 2013 at the Sodus Town Court. All interested persons, organizations, corporations or government entities may submit written comments at the hearing or by mail no later than February 15, 2013 to Thomas Haley, NYS Department of Environmental Conservation- Region 8, 6274 East Avon-Lima Road, Avon, NY 14414. Comments must be received by close of business on February 15, 2013.
