Project Description

Cricket Valley Energy Center, LLC (CVE) is proposing to construct, own and operate a proposed 1,000 megawatt (MW) natural gas-fired electric generating facility. The Cricket Valley Energy Center will consist of three separate F-class technology combustion turbines, heat recovery steam generators, and steam turbines that will be utilized in combined cycle mode. The stacks for the facility will be 282.5 feet tall.

The project will be located on an approximately 131-acre site in Dover, Dutchess County, New York. The proposed project activities will be located on an approximately 50-acre area that is bounded to the east by State Route 22; to the north by the existing Consolidated Edison (ConEd) 345 kilovolt (kV) transmission line right-of-way (adjacent to the existing Iroquois natural gas pipeline); to the west by the MetroNorth commuter railroad line; and to the south by industrially zoned property. The remaining 80-acres are primarily wetlands and will not be disturbed.

Lead Agency and Positive Declaration

On April 12, 2010, Commissioner Peter Grannis issued a decision appointing the New York State Department of Environmental Conservation (Department) to serve as the lead agency for the coordinated environmental review of the project. In accordance with 6 NYCRR 617 (SEQR), the Department, as lead agency, has determined that the project may have a significant adverse impact on the environment. As such the Department issued a positive declaration. A copy of the positive declaration is provided below and explains the reasons why the Department made the determination that the project may have a significant adverse impact on the environment. By issuing the positive declaration, the Department is requiring CVE to prepare a Draft Environmental Impact Statement (DEIS).

Draft Environmental Impact Statement (DEIS)

CVE has prepared a DEIS that addresses the potential impacts identified in the positive declaration, and has issued Draft Permits for Air State Facility, Freshwater Wetlands, and Water Quality Certification. Written comments on the DEIS and Draft Permits will be accepted by the NYS Department of Environmental Conservation (NYSDEC) until Monday, August 1, 2011. Copies of these documents are available below, and at the following locations:
