Cricket Valley Energy Center
Cricket Valley Energy Center, LLC (CVE) is proposing to construct, own and operate a proposed 1,000 megawatt (MW) natural gas-fired electric generating facility. The Cricket Valley Energy Center will consist of three separate F-class technology combustion turbines, heat recovery steam generators, and steam turbines that will be utilized in combined cycle mode. The stacks for the facility will be 282.5 feet tall.
The project is located on an approximately 193-acre site, including 79 acres (west of the Metro-North rail line) within the Great Swamp Critical Environmental Area; a 57-acre Project Development Area east of the railroad line; and an additional 57 acres of industrial land to the south, formerly leased to RASCO Materials LLC (13 acres of which will be temporarily used during project construction). This property is bounded by NYS Route 22 to the east; to the south by residential properties; to the west by the Swamp River; and to the north by an existing ConEd electric transmission right-of-way. The project also includes a temporary 38.8-acre construction worker parking and laydown site located approximately 2.5 miles north of the Project Development Area.
Lead Agency and Positive Declaration
On April 12, 2010, Commissioner Peter Grannis issued a decision appointing the New York State Department of Environmental Conservation (Department) to serve as the lead agency for the coordinated environmental review of the project. In accordance with 6 NYCRR 617 (SEQR), the Department, as lead agency, has determined that the project may have a significant adverse impact on the environment. As such the Department issued a positive declaration. A copy of the positive declaration is provided below and explains the reasons why the Department made the determination that the project may have a significant adverse impact on the environment. By issuing the positive declaration, the Department is requiring CVE to prepare a Draft Environmental Impact Statement (DEIS).
Draft Environmental Impact Statement (DEIS)
A DEIS addressing the potential impacts identified in the positive declaration, and Draft Permits for Air State Facility, Freshwater Wetlands, and Water Quality Certification were made available for public comment on May 25, 2011. Written comments on the DEIS and Draft Permits were accepted by the NYS Department of Environmental Conservation (NYSDEC) until Monday, August 5, 2011.
Final Environmental Impact Statement (FEIS)
An FEIS including responses to comments on the DEIS and project modifications made to avoid, reduce or mitigate potential adverse impacts has been prepared. The FEIS is available for public review at the following locations:
