Non-Resident Hunting Licenses, Permits and Stamps

Licenses may be purchased over the counter at license issuing outlets, such as sporting goods stores, town clerk offices and some major discount stores. Hunters under 16 must apply for a license in person and be accompanied by parent or legal guardian. Licenses are no longer sold at DEC regional offices, except Region 1 on Long Island. Licenses may also be purchased by mailing: 1) a standard license application, 2) a copy of your driver's license, and 3) a previous hunting license or a copy of your hunting education certificate to:

  • Non-Resident Super-Sportsman

    • Age:
      • 16 or older
    • Qualifications:
      • 1. Hunter Ed. Certificate, OR
        2. Previous hunting license
        PLUS
        1. Acceptable Bowhunter Ed. Certificate OR
        2. NYS Bow Stamp issued 1980 or later, OR
        3. NYS Jr Archery License issued 1980 or later, OR
        4. NYS N-R Bowhunting or Combination License issued 1993 or later.
    • Privileges:
      • All the privileges that apply to nonresident hunting, fishing, bowhunting, muzzleloading licenses and a turkey permit.

        NOTE: Bear hunting is not included in the combination license. A separate bear tag must be purchased.

  • Non-Resident Hunting (Small Game)

      • Hunt small game species with gun or bow during the appropriate seasons

  • Non-Resident Big Game (Deer only)

    • Age:
      • 16+ Years
    • Qualifications:
      • 1. Hunter Ed. Certificate, OR
        2. Previous Hunting License
    • Privileges:
      • Hunt deer only during the regular season with gun, muzzleloader, or bow with proof of bowhunter education on the hunter's person; or hunt only with a shotgun or muzzleloader during Long Island special January deer season.

        NOTE: Those under 18 who are hunting big game for the first time as a holder of a big game license must be accompanied, for the entire season, by a parent or legal guardian, or a person over 18 with at least one year's experience in hunting bear or deer. The parent, guardian or person over 18 must have a current license that allows the hunting of big game.

    • Privileges:
      • Hunt small game species with gun or bow during appropriate seasons when accompanied* by:
        1. Ages 12-13 - Parent, legal guardian or relative over 21 with written permission from parent/guardian.
        2. Ages 14-15 - Parent, legal guardian or person over 18 with written permission from parent/guardian.
        *Accompanier must have current hunting license.
        Junior hunter does not need Federal Duck Stamp to hunt waterfowl.

  • Junior Archery

      • Hunt deer and bear with bow during the special archery season or the regular season, accompanied by parent or an adult over 18 with written permission from parent/legal guardian. Accompanier must have current bowhunting privileges and one year's experience.

  • Deer Management Permit

    (Must also have valid license to hunt deer. Application deadline is October 1.)

    • Age:
      • 14 Years and older
    • Qualifications:
      • A Current Year
        Non-Resident Big Game, OR
        Non-Resident Super Sportsman, OR
        Junior Archery License
    • Privileges:
      • Hunt antlerless deer only (both antlers less than 3" long) in a specified Wildlife Management Unit during all Southern Zone seasons, during the Northern Zone regular season, in WMUs 6A, 6G, 6H and 6K, during the Northern Zone late muzzleloading season in WMUs 6A, 6G and 6H, and during Suffolk County's special post season hunt.

      • $10 for Nonresident Big Game License holders. (FREE to holders of current year Junior Archery, OR Nonresident Super Sportsman Licenses.)
  • Non-Resident Bear Tag

    • Privileges:
      • 1. With Non-Resident Super-Sportsman License. - Hunt bear during open dates in the special archery, special muzzleloading and the early and regular bear season.

        2. With Non-Resident Big Game License. - Hunt bear with a gun, muzzleloader or bow during the open dates in the early and regular bear season.

        3. With Non-Resident Bowhunting License. - Hunt bear with a bow during open dates in the special archery season and in the early and regular bear season.

        4. With Non-Resident Muzzleloading License. - Hunt bear with a muzzleloader during open dates in the special muzzleloader season and in the early and regular bear season.

  • Non-Resident Turkey Permit

    (Must also have valid license to hunt small game.)

      • Hunt wild turkey during the fall and spring seasons.

  • Habitat and Access Stamp

    • Privileges:
      • Revenue from the sale of this voluntary stamp will go into a dedicated account within the Conservation Fund and can only be used for projects to protect and improve habitat and to provide public access for fish and wildlife related recreation.

  • Federal Duck Stamp

    (Must also have valid small game license.)

    • Privileges:
      • Hunt migratory waterfowl. It is not needed for gallinules, coots, crows, rails, woodcock or snipe.

        All migratory game bird hunters must register annually with the Harvest Information Program by calling toll free 1-866-GAME RPT (1-866-426-3778).

  • Falconry License

    • Privileges:
      • A Falconry License is required to hunt small game with trained raptors. Information on obtaining a Falconry License is available by writing to:
