The SPDES permit program is a delegated program and the effluent limitations and other requirements are federal requirements. 6NYCRR Section 750-1.11(a) concerns the provisions of SPDES permits and lists the citations for the various effluent limitations from the Federal Register and the Code of Federal Regulations.
