The New York State Department of Environmental Conservation has added a link to a translation service developed by Microsoft Inc., entitled Bing Translator, as a convenience to visitors to the DEC website who speak languages other than English.

Environmental Conservation Law CAFO General Permit

The Environmental Conservation Law (ECL) CAFO General Permit is a general permit issued pursuant to the New York State Environmental Conservation Law for CAFOs that do not discharge process wastewater from their production area. ECL CAFO General Permit GP-0-14-001 (PDF, 205 KB). The permit was issued for a two-year term, with an effective date of July 1, 2014 and an expiration date of June 30, 2016.


The CAFO Annual Compliance Report can be completed online through the NYSDEC eBusiness Forms Portal. Users must be registered with NY.gov in order to use this system. User guides and help on registering for the portal are available on the portal information webpage.
