General Permits for Benthic Mat Placement and Removal

The placement of mats within the freshwaters of New York State to control weed growth is a common practice that allows for access to lakes, rivers and streams for fishing, swimming and other forms of recreation. The Benthic Mat Fact Sheet (PDF) (221 KB) describes the impacts and regulation of benthic mats.

Public comments are sought for two new draft general permits meant to authorize the placement and removal of benthic mats in freshwaters of New York State in accord with the Environmental Conservation Law. The permits provide standard conditions for use of seasonal benthic mats in freshwaters of "upstate" New York [Draft General Permit GP-0-17-001 (PDF 514KB)] and freshwaters specifically within the boundary of the Adirondack Park [Draft General Permit GP-0-17-005 (PDF 36KB)].

Comments will be accepted between September 20, 2017 and October 20, 2017. Please provide written comments addressed to or to Karyn Hanson, NYSDEC, Division of Environmental Permits, 625 Broadway, Albany, NY 12233-1750.

Currently, to install a benthic mat, use DEC's existing permit application process until DEC announces the availability of a General Permit. Information on DEC's permit application process is available at
