Marine Permits and Licenses

Marine Permit Office

Commercial fishermen in New York are required by law to hold specific licenses or permits to conduct fishing activities. These licenses and permits are issued by the Marine Permit Office (MPO) in the Division of Marine Resources. The Marine Permit Office is located at 205 N. Belle Mead Road, Suite 1, East Setauket, New York 11733 and hours of operation are Monday-Friday, 9:00 AM-4:00 PM (excluding state holidays).

General permit questions may be directed to the Marine Permit Office at 631-444-0470 or by email to: MPO@dec.ny.gov.

Please refer to the list below for specific requirements for each license or permit. Some permits may no longer be available as new permits and can only be renewed by current permit holders (Commercial Lobster Permits, for example). For Limited Entry Permits, applicants may need to meet specific qualifications before they can submit an application.

Other types of fishing activities also require permits, including the Lobster Resident Non-Commercial Permit, which is needed to recreationally take and land lobsters in New York State (no more than 6 lobsters a day and for personal use only, no lobsters may be sold). Additionally, owners and operators of party and charter boats (head boats, 6-packs) are required to hold a Party and Charter Boat License to carry recreational fishing passengers on vessels for hire.
