Those parts of Cayuga, Onondaga and Oswego Counties lying within a continuous line beginning at the junction of Route 104A and Route 38 south of Sterling; thence southerly along Route 38 to Route 370; thence easterly along Route 370 to Route 690 in Baldwinsville; thence northerly along Route 690 to Route 48; thence northerly along Route 48 to Lamson Road; thence easterly along Lamson Road to the east shore of the Oswego River (at Phoenix); thence southerly along the east shore of the Oswego River to its confluence with the Oneida River; thence easterly along the north shore of the Oneida River to Route 11; thence northerly on Route 11 to the north bank of the Salmon River in Pulaski; thence westerly along the north bank of the Salmon River to the south shore of Lake Ontario; thence southwesterly along the south shore of Lake Ontario to Little Sodus Bay; thence southerly along the east shore of Little Sodus Bay and Voites Creek to Route 104A; thence easterly along Route 104A to the point of the beginning.

Those parts of Cayuga, Seneca and Tompkins Counties lying within a continuous line beginning at the intersection of Route 79 and the west bank of the Cayuga Lake Inlet at Ithaca; thence easterly along Route 79 to Route 366; thence northeasterly along Route 366 to Route 13; thence northeasterly along Route 13 to Route 38 in Dryden; thence northwesterly along Route 38 to Route 20 in Auburn; thence westerly along Route 20 to the west bank of the Seneca River; thence southerly along the west bank of the Seneca River to the west shore of Cayuga Lake; thence southerly along the west shore of Cayuga Lake to Cayuga Lake Inlet at Ithaca; thence southerly along the west bank of Cayuga Lake Inlet to the point of beginning.

Those parts of Cayuga, Cortland, Madison, Tompkins, Oneida and Onondaga Counties lying within a continuous line beginning at the intersection of Route 13 and Route 38 in Dryden; thence northwesterly along Route 38 to Route 20 in Auburn; thence easterly along Route 20 to Route 175 east of Skaneateles; thence northeasterly along Route 175 to Route 173 at Onondaga Hill; thence easterly along Route 173 to Route 5 in Chittenango; thence easterly along Route 5 to Route 26, east of Vernon; thence southerly along Route 26 to Route 20; thence westerly along Route 20 to Route 13 in Cazenovia; thence southerly along Route 13 to Route 80; thence westerly along Route 80 to Route 81 in Tully Center; thence southerly along Route 81 to Route 13 in Cortland; thence southwesterly along Route 13 to the point of the beginning.

Those parts of Broome, Chenango, Cortland, Delaware, Madison, Oneida, Onondaga and Otsego Counties lying within a continuous line beginning at the intersection of Route 80 and Route 81 near Tully Center; thence southerly along Route 81 to Route 26 near Whitney Point; thence northeasterly along Route 26 to Route 79 in Whitney Point; thence southeasterly along Route 79 to Route 88 near Harpursville; thence easterly along Route 88 to the Susquehanna River; thence northeasterly along the east bank of the Susquehanna River to Route 8 in Sidney; thence northerly along Route 8 to Route 20 in Bridgewater; thence westerly along Route 20 to Route 13 in Cazenovia; thence southerly on Route 13 to Route 80; thence westerly on Route 80 to the point of beginning.
