Second Pond Boat Launch Unit Management Plan and Reclassification
The Second Pond Boat Launch (also known as State Bridge Boat Launch) is located on State Route 3 approximately 3½ miles southwest of the Village of Saranac Lake. The site is the primary water access point for Lower Saranac Lake and the Saranac Lake Islands Campground.
The existing parking area for the launch is rated for 75 vehicles. However, the current configuration of parking spaces is not efficiently designed, spaces in unpaved areas are unmarked, and traffic flow can be confusing. Consequently, parking can be difficult, and when adequate parking is not available in the lot, vehicles and trailers often park along Route 3.
This Unit Management Plan (UMP) proposes the reconstruction of the boat launch and parking area to efficiently accommodate existing levels of use without patrons having to park along the state highway. The plan also calls for related facilities, such as parking, comfort station, and canoe launch, to be constructed to Americans with Disabilities Act (ADA) standards. The UMP also recommends the reclassification of 6.8 acres of land from Intensive Use to Wilderness, and 5.6 acres of Wilderness to Intensive in order to bring the entire area into compliance with the Adirondack Park State Land Master Plan.
While DEC is responsible for the UMP, the land reclassification recommendation found within the UMP was proposed for action separately by the Adirondack Park Agency (APA). Because of the integrated nature of the UMP and the land reclassification, DEC and APA, as co‐lead agencies, determined it was most appropriate to move all proposals forward in the form of a single Draft Supplemental Environmental Impact Statement (DSEIS).
