Phase III Watershed Implementation Plan

Development of New York's Phase III Plan

DEC will be working closely with the New York State Department of Agriculture and Markets, the Upper Susquehanna Coalition (USC) and other state and local partners in 2018 to develop the next phase to develop the next phase of New York's implementation plan (WIP). The Phase III WIP will outline actions that New York will take through 2025 to meet nutrient and sediment reduction goals to meet the Chesapeake Bay TMDL requirements.

EPA has released the draft expectation (PDF, 550 KB) of components required for the Phase III plans. DEC will be incorporating all required components detailed in the draft and final expectations document released by EPA.

Engagement of both state and local partners will be critical to developing a plan that meets federal requirements, while addressing local water quality concerns and funding needs. Public events (webinars and in-person meetings) will be held throughout the Phase III WIP development process. Information on these meetings will be posted in the "Upcoming Events'" section below.

Phase III WIP Schedule

DEC will follow the Phase III WIP Schedule (PDF, 838 KB) determined by EPA and the Chesapeake Bay Program.

July 9, 2018: The final Phase III WIP planning targets were released

Summer 2018 - Winter 2018: DEC will review planning targets with state and local partners

April 12, 2019: Draft Phase III WIP document will be posted

June 7, 2019: Partners and public stakeholders' feedback due for finalization of Phase III WIP document

August 9, 2019: Final Phase III WIP document will be posted

Upcoming Events

September 5, 2018: Chesapeake Assessment Scenario Tool (CAST) training workshop will be held from 9am-4pm at NYS Department of Environmental Conservation. CAST will be used to develop New York's Phase III Watershed Implementation Plan for the Chesapeake Bay Total Daily Maximum Load (TMDL). This training is open to all local and state agency partners.
