Accessing Chesapeake Bay DMR Data

New York's thirty Significant wastewater treatment plants (WWTPs) have an aggregate, or "bubble" limit for nitrogen based on loads delivered to the Chesapeake Bay. DEC assesses compliance with the bubble limit on a monthly basis using discharge data reported by the WWTPs on monthly Discharge Monitoring Reports (DMR).

DMR data can be accessed from the U.S. Environmental Protection Agency (EPA)'s Enforcement and Compliance History (ECHO) website. To access DMR data, complete the following set of instructions:

  1. Using a web browser, navigate to https://echo.epa.gov/ (link leaves DEC's website). The ECHO website does not work well with older versions of Internet Explorer.
  2. Click on the purple "Explore Facilities" button on the left side of the webpage.
  3. Using the "Single Facility Search" box, enter the facility SPDES permit number (NYxxxxxxx) and click the "Search" button.
  4. A map of the facility and a facility summary will open. Below the map, click on the facility name in the first column of the table.
  5. To retrieve DMR data, select "CWA Effluent Charts" under the Related Reports heading. The page may take several minutes to load.
  6. Using the "View By" drop down box, select "Current Compliance" or "Overall Compliance".
  7. Under the "Specify Date Range" boxes, enter the date range for the data of interest.
  8. To retrieve all data, click on the "Download All Data" link at the top of the effluent charts page.
    1. You will receive a prompt to open a CSV file in Microsoft Excel or save the file to your computer.
  9. To retrieve data for a specific parameter or outfall, select the appropriate cell in the chart.
    1. Scroll down the page, select the "Download Data" link.
    2. You will receive a prompt to open a CSV file in Excel or save the file to your computer.
    3. You will need to repeat steps a and b for each parameter or outfall selected.

Advanced Search Tools: Chesapeake Bay Facilities

  1. Using a web browser, navigate to https://echo.epa.gov/ (link leaves DEC's website). The ECHO website does not work well with older versions of Internet Explorer.
  2. Click on the purple "Explore Facilities" button on the left side of the webpage.
  3. Under the "Dig Deeper" section, click on the Water DMR Pollutant Loading Tool".
  4. Click on the blue "Advanced Search" tab.
  5. Scroll down the page to the "Facility Location" box; select NEW YORK from the "State" drop down box.
  6. Under the "Receiving Watershed" box on the right column of the page, check the "Limit to facilities that contribute to Chesapeake Bay TMDL" box.
  7. Under "Select a Major Model River Basin" box, choose SUSQUEHANNA RIVER from the drop down.
  8. Scroll to the bottom of the page and click on the "Select Output Fields" button.
  9. Check/uncheck the desired Output Fields.
  10. Click the "Search" button.
  11. Open or Save the csv file.
