Comments Sought on Lewis County Quarry Project

Issues such as noise, truck traffic, and dust generation are addressed in the DEIS

The draft environmental impact statement (DEIS) for the Millick Quarry Project in the Town of Leyden, Lewis County, has been completed and is now available for public comment. The New York State Department of Environmental Conservation (DEC), as lead agency in the environmental review, will accept public comments until July 10, 2009.

Barrett Paving Materials, Inc., of Clayville, New York has proposed the Millick limestone quarry on a site located west of NYS Route 12, just northwest of the Village of Port Leyden. The proposed 78-acre mine would be operated with an annual projected processing rate of 300,000 tons of material per year, based on market demand.

An environmental impact statement (EIS) systematically considers the full range of potential environmental impacts along with other aspects of project planning and design, including social and economic considerations. It must assess potential impacts, evaluate alternatives and discuss mitigation measures.

DEIS Review and Comments

The DEIS includes sections about the following concerns raised during public scoping sessions: noise, truck traffic, highway safety, dust generation, blasting impacts and impacts to private wells and groundwater, neighborhood character, the historic Black River section of the New York State barge canal system and public health and safety.

The DEIS will be available for review at the DEC office located at the Dulles State Office Building, 317 Washington Street, Watertown; the Town of Leyden, Town Hall, Talcotville, and the Port Leyden Public Library, 1 Canal Street, Port Leyden, New York.
