Emergency Permits for Spring Ice Storm Debris Removal in Western New York
DEC Commissioner Erin M. Crotty has announced that Emergency General Permits are available for removal of woody debris and refuse from streams, waterways, and state and federal wetlands in six western New York counties that were heavily affected by the ice storm that occurred during April 4-5, 2003.
"April's devastating ice storm left many western New Yorkers with the challenging task of cleaning up tons of debris and refuse in their communities," Commissioner Crotty said. "By issuing Emergency General Permits, DEC hopes to make the recovery process easier for the many municipalities and residents who were impacted by the storm."
Eligible Counties and Projects
The permit, based on Governor Pataki's April 5, 2003 ice storm emergency declaration, is available to any person, corporation or local government in Livingston, Ontario, Orleans, Monroe, Seneca and Wayne counties. For projects that are not related to the ice storm or that include sediment removal, standard permit application review procedures must be followed.

Permits include authorization to remove woody debris and non-natural refuse until December 31, 2003. Local soil and water conservation districts will provide on-site project review and validation to ensure that proposed plans do not exceed the scope of the permit. The work authorized by these permits is outside the Army Corps of Engineers regulatory jurisdiction.
