DEC Announces New Deputy Commissioners
On February 2, 2006, Lynette M. Stark was named Executive Deputy Commissioner of the New York State Department of Environmental Conservation (DEC), filling the vacancy created last year when Denise M. Sheehan was appointed Commissioner. In addition, Ruth A. Moore has been named Deputy Commissioner for Natural Resources and Water Quality, effective February 8, 2006.
Commissioner Sheehan said, "I look forward to working closely with both Lynette and Ruth as we move forward on implementing our natural resources priorities for 2006: preserving land, managing the Adirondack and Catskill Forest preserves and improving water quality in Long Island Sound; Onondaga Lake; the Great Lakes, and the Hudson River, and working with sportsmen and women to deliver high-quality fish, wildlife and marine programs and enhance outdoor recreational opportunities."
Lynette M. Stark
Lynette Stark has served as DEC's Deputy Commissioner for Natural Resources and Water Quality since January 2003. In that time, she has been involved with and overseen many of the state's largest and environmentally important land acquisitions, water quality enhancements and improvements to habitat and natural resources, among other responsibilities. Prior to her current position at DEC, Ms. Stark worked in the Governor's Office of State Operations, where she served as Deputy Director of State Operations and acted as a liaison between the Governor, DEC and other state agencies.
Ruth A. Moore

Ruth Moore was recently appointed
Deputy Commissioner for Natural
Resources and Water Quality
Ruth Moore most recently served as the First Deputy Commissioner for the Department of Agriculture and Markets (DAM) where she was responsible for overseeing the daily operations of the agency since 1999. Ruth has worked at DAM for more than 12 years and has extensive knowledge of successful implementation of state government policy. This includes facilitating the implementation of Agricultural Non-point Source Pollution Control and Farmland Protection programs and drafting the agricultural provisions of the 1996 Clean Water/Clean Air Bond Act.
