Drilling Permits

DEC issued 59 drilling permits; down 66% from 2014:

  • 40 oil
  • 10 geothermal
  • 9 brine

In 2015, DMN issued permits for wells in five counties; the top three based on total permits were Cattaraugus (27), New York (10), and Wyoming (9).

  • Oil well drilling permits were issued for Cattaraugus (27), Chautauqua (8), and Allegany (5) counties.
  • There were no gas well drilling permits issued.
  • Geothermal well drilling permits were issued for New York County (10).

Well Spuds and Completions

  • The number of wells spud (started) in 2015 was 49.
  • The total number of completions decreased 77% from 206 in 2014 to 48 in 2015.
  • Gas well completions decreased 83% from 12 in 2014 to 2 in 2015.
  • Oil well completions decreased 75% from 150 in 2014 to 37 in 2015.
  • Completions for other regulated well types in 2015 totaled 9.

Inspections

In 2015, Oil and Gas staff performed 3,955 inspections, up 16.5% from 2014. The increase of 559 inspections from the previous year was due to:

  • Orphaned and abandoned well plugging activity by DEC and EPA;
  • Shut-In/Temporary Abandonment compliance efforts associated with inactive wells;
  • Requests for transfer of well operatorship and plugging responsibility; and
  • A decrease in the number of drilling applications received.
