New York Stakeholders:
Work on the Regional Greenhouse Gas Initiative has continued through the summer, with staff working group meetings as well as meetings and conference calls of the environmental and energy agency heads from the 9 participating states. Based on these continuing discussions, the Staff Working Group has developed a revised package proposal for program design. This revised proposal was transmitted to agency heads yesterday for their review.
While the agency heads are reviewing this latest revised proposal, we would also like to get your feedback on its contents. A copy of the memo and bullet-point summary transmitted to agency heads is attached to this email. Also attached is a "RGGI Recommendations at a Glance" chart that summarizes the key Staff Working Group program recommendations. If you wish to submit written comments on the attached, please forward those comments to nyrggi@gw.dec.state.ny.us and place the word "Comments" in the subject line.
The next New York stakeholders meeting will take place on Monday, September 12 from 10 am to 3 pm in Room 129A on the first floor of DEC's main office at 625 Broadway in Albany. At this meeting, we will present New York-focused modeling results for the package modeling runs, recap the major components of the attached proposal, and discuss those elements. We encourage you to attend this meeting.
As you may know, the next regional stakeholders meeting will take place on September 21st in Boston. This meeting will cover the same topic areas, but it will be regional in focus.

There will be a Regional Greenhouse Gas Initiative (RGGI) New York State Stakeholders meeting on Tuesday, October 24, 2006 at 10:00 a.m., at the Department of Environmental Conservation headquarters at 625 Broadway, Albany, Room 129. At this meeting, representatives from DEC will describe the provisions that will be included in the Department's rulemaking to implement RGGI. Stakeholders will also hear from staff of NYSERDA and PSC regarding recent analyses they have undertaken.
Access to the DEC building is restricted; participants must check in at the security desk on the ground floor. The meeting will start promptly at 10:00. As check-in and registration will take some time, participants should plan to arrive by 9:30. To facilitate check-in, participants should have photo identification handy and preregister for the meeting.
To preregister, send an email to nyrggi@gw.dec.state.ny.us and include the phrase "Will Attend 10/24 NYS RGGI" in the subject line. Please include your name and affiliation in the body of the email. There will be no response to this email. It is not necessary to respond if you do not plan to attend this meeting.
There will be no Webcast, broadcast or teleconference of this meeting.
