The Board of Trustees of the Village of Head-of-the-Harbor, as lead SEQRA agency, will hold public hearings on the 16th day of May, 2007 at 7:00 P.M., at the Village Hall, 500 North Country Road, St. James, New York, to consider the following:
LOCAL LAW (Introductory NO.) 3 OF 2006 A LOCAL LAW ENACTING CHAPTER 165, ARTICLE XX, EROSION AND SEDIMENT CONTROL LAW, AND RELATED AMENDMENTS, OF THE VILLAGE CODE
LOCAL LAW (Introductory NO.) 4 OF 2006 A LOCAL LAW ENACTING CHAPTER 166 OF THE VILLAGE CODE TO PROHIBIT ILLICIT DISCHARGES, ACTIVITIES AND CONNECTIONS TO SEPARATE STORM SEWER SYSTEM
Nassau County - The Nassau County Legislature, as lead agency, has determined that the proposed Inter-municipal Agreement (IMA) between Nassau County and Town of North Hempstead to Transfer Certain Parks, Non-Park Properties and Park Management will not have a significant adverse environmental impact. The action involves an IMA between Nassau County and the Town of North Hempstead which provides for the transfer of ownership of nine (9) local County park properties, two (2) County non-park properties and twelve (12) County roads. In addition, the transfer of maintenance responsibilities for two (2) other County roads for a period of seven (7) years. The park properties total 292.2 acres, all of which will continue to be open to all County residents. The two non-park properties total 26 acres. The County roads to be transferred total 7.77 center land miles and 26.45 lane miles.
The nine County park properties include:
Beacon Hill, Hempstead Harbor, Herricks Ball Field, Sagamore Ball Field, Carle Place Memorial, Whitney Pond, Manhasset Valley, Roslyn Road and Plandome Park.
The two non-park properties include:
Parcel on West Shore Road, Port Washington
Corner of Prospect Avenue and Swalm Street, New Cassel
The twelve County roads to be transferred include:
Garden Street, I.U. Willets Road, Lincoln Avenue, Locust Lane, Maple Avenue, Valley Road, Plandome Road, Warner Avenue, Shore Road, Willowdale Avenue, Prospect Avenue, Main Street
The transfer of jurisdiction of two County roads include:
Portions of Plandome Road, Plandome Heights and Roslyn Road, Roslyn.

Suffolk County - The Village of Westhampton Beach, as lead agency has determined that the proposed 2006 Business Districts Comprehensive Plan Update will not have a significant adverse environmental impact. The action involves the updating of the comprehensive plan for the Village's zoning district. The project is located Village-wide.

Nassau County - The Village of Roslyn, NY Board of Trustees, as lead agency has accepted a Final Environmental Impact Statement on the proposed Roslyn Landing. The action involves the development of 80 residential units on the site, including townhouse units and flats, and 255 associated parking spaces provided in garages, driveways, off-street and on-street. 72 units will be constructed on Block A, Lot 539 and eight units will be constructed on Block A, Lot 538. The existing restaurant building on Lot 538 will remain on the site and the three vacant residential structures currently located on Lot 538 will be removed. 31 parking spaces will be provided for the restaurant use. In addition, a visitor parking lot with 18 public parking spaces will be constructed on the site and five public parking spaces will be provided on the northwestern portion of the site to enhance public access to the waterfront. The project also includes the construction of numerous public amenities, including a village green; a waterfront promenade along Roslyn Creek; a water-access point at Skillman Street at the northwest corner of the site for launching small non-motorized boats; a pond with a wooden footbridge; two observation decks; a gazebo; and a waterfront plaza. Vehicular access to the property will be provided via two entrances on Skillman Street and one entrance from Old Northern Boulevard.
The project site is located in Nassau County, New York in the Village of Roslyn. It consists of 11.7 acres on Nassau County Land and Tax Map Section 20, Block A, Lots 538 and 539. The main project site (Lot 539) is bordered by Skillman Street to the north, the Roslyn Creek (also referred to as Hempstead Harbor Creek) to the west, Old Northern Boulevard to the south and east. The balance of the site is located just north of the main project site on Lot 538 and is bordered by Skillman Street to the south.
