The applicant proposes to install separate stormwater and groundwater collection and retention systems with separate discharges to Elton Creek.  The modifications are necessary due to a higher than expected ground water table at the mine. The stormwater system will consist of an additional sedimentation basin below the existing basin and a discharge to an rock lined energy dissipation apron before being discharged to Elton Creek.  Groundwater will be collected by a drain tile in a rock filled trench and will discharge to a created wetland before discharging to Elton Creek.  The Multi-Sector General SPDES Permit for Stormwater Discharges Associated with Industrial Activity, GP-0-06-0002, will also apply to this modification.  The affected mine area is on the southeast side of Delevan Elton Road (Cattaraugus County Route 21).

The applicant proposes to install bendway weirs, rock bank protection and plant vegetation along 756 linear feet of eroded Canadaway Creek bank.  The project site is located at the facility listed above, which is immediately downstream of NYS Rte. 5 bridge in the Town of Dunkirk.

The applicant proposes to construct a 30 foot by 30 foot cottage with a water supply well, a service connection to the South/Central Sewer District sewer and 25 foot wide driveway, in the regulated 100-foot Adjacent Area of Freshwater Wetland No. LW-6. The site is on the north side of Belle Avenue, 235 feet west from Town Line Road.

The applicant proposes to add 20 acres to the existing mine (formerly the Chaffin Gravel Pit) cuarrently approved for 4.85 acres.  Processing with a portable dry-screen with a maximum capacity of less than 150 tons per hour and changing the reclamation objective from wildlife habitat to a log staging area is also proposed.  The mine is about 1,200 feet north of the intersection of NYS Route 62 with Chautauqua County Route 67 and the expansion area is adjacent to the current mine northern limits.
