The Department has made
a tentative determination to approve an application for the
modification of an existing State Pollutant Discharge Elimination System (SPDES) permit
for Buckeye Terminals, LLC - Utica Terminal facility on Wurz Avenue in The City of
Utica, County of Oneida, under Article 17 of the Environmental Conservation Law. The
applicant is proposing onsite activated carbon treatment of stormwater from their loading
rack area. The treated flow would then pass through an oil and water seporator and
ultimately be discharged at existing outfall 001 to the Mohawk River. The Mohawk River
at this location has a water quality classification and standard of "C" . Currently the
loading rack stormwater is run through and oil and water seporator and then stored in a
12,000 gallon tank untill it is hauled to an approved treatment facility.
A draft permit is availible
for inspection and comment at the Region 6 Suboffice in Utica.

is a class II, 659 acre wetland. There will be a .05 acre impact to the wetland from access

foot adjacent area shall contain a notice of the wetland's presence and regulatory
requirements.

(Air Pollution Control)
of the Environmental Conservation Law, an Air State Facility
Permit, at the facility located at Curran Renewable Energy, LLC, 16 & 20 Commerce Dr,
Massena, NY, 13622.
The Department has made
a tentative determination to approve the application of the
Curran Renewable Energy, LLC facility, a wood pellet manufacturing facility. The State
Facility Permit allows the operation of Emission unit 1-0000, which includes an 55
mmbtu/hr wood fired rotary drum dryer, wood chippers, wood pelletizers, pellet coolers,
screens and exempt and trivial sources. The facility has capped out of Title V. Permitting
requirements by tracking and restricting its facility emissions of total VOCs below 45
tons per year, emissions of Carbon Monoxide and PM-10 below 90 tons per year.
The draft permit with conditions
is available for review in the Region 6 NYS DEC office
in Watertown, New York.
