The Department has prepared a draft permit and made a tentative decision to approve a permit modification request from the Town to increase the amount of treated effluent wastewater to be discharged into Wappinger Creek from its new Titusville treatment plant under construction on Overlook Road from 125,600 gallons per day to 500,000 gallons per day.  The draft permit contains effluent treatment level limits and monitoring requirements proposed by the Department to ensure that the water quality standards for Wappinger Creek are maintained.

The Department has made a tentative determination to approve this application for a new SPDES permit # NY-0259331 for Pleasure Island, Inc. (location formerly known as Garden View Bungalows), located at 2300 Segar Road, Kauneonga Lake, to discharge up to 5,500 gallons of treated wastewater per day to an unnamed tributary of Judson Brook (Water Index # D-10-18-4-1; Class B(t)).  

The applicant proposes to use the existing treatment system which has been in use for many years but not previously permitted.  The permittee will be required to maintain records and report data to verify compliance with the SPDES permit conditions and discharge limits.  

A draft SPDES permit with DEC proposed effluent limits and monitoring requirements is available for review at the DEC Region 3 headquarters in New Paltz.

The Department has tentatively determined to issue a modified SPDES permit to the above-referenced applicant, at the applicant's request, for the purpose of including an updated process flow schematic diagram into the permit.  The updated diagram is necessary due to the installation of a third on-site transformer and the replacement of an on-site oil and water separator.  This is an industrial discharge consisting of stormwater runoff from on-site impervious area that is collected, treated and discharged via a Westchester County storm sewer to Long Island Sound.  SPDES Number NY  026 7805.

The Department has tentatively determined to issue a modified SPDES permit to the above-referenced facility for an increase in gallons of sanitary water filtration backwash discharged per day to Bryam Lake.  The facility is currently permitted to discharge 75,000 gallons per day (GPD).  This modification would allow an increase to 285,000 GPD.  The modification was requested by the permittee and is necessary to reflect the true amount of water needed to adequately backwash filtration equipment in place.  SPDES Number  NY 026 4113.
