The New York State
Department of Environmental Conservation drafted a renewal and
modification of an existing permit in accordance with 6 NYCRR Part 373, Hazardous Waste
Management Facilities for the purpose of implementing RCRA corrective action at this Northrop
Grumman operated and U.S. Department of the Navy owned facility. The facility is located
in
the hamlet of Bethpage, Town of Oyster Bay, Nassau County The renewal/modification
addresses the removal of 96 Acres of the 105-Acre Government-Owned, Contractor Operated,
(GOCO) Site and the investigation, remediation and closure of designated solid waste
management units (SWMUs) and areas of concern (AOCs) pursuant to the corrective action
requirement contained in Module II. An Installation Restoration Program (IR) is proposed to
remain in effect for 8.7 acres of the 105 acre site to ensure compliance with the Records of
Decision (ROD) with the NYSDEC addressing the on-site soil and groundwater. Mailing

HOW TO PROVIDE YOUR
COMMENTS
There is a public
comment period on the draft permit modification/renewal. The public may
submit written comments on the draft permit no later than June 4, 2007 at the above address.
Please reference the NYSDEC ID # 1-2824-00112/00002 and the EPA ID # NYD002047967.
All comments will
be considered and evaluated in making the final determination to issue the
permit. Interested persons with concerns about the draft permit can raise all reasonably
ascertainable issues and submit them, in writing, before the last filing date. Also submit, in
writing, all available arguments and factual grounds supporting their position. Prior to approval
of the permit, the Department will respond to any comments submitted by the public. If
warranted, changes will be made in the draft version. If a significant degree of interest exists
in
the issuance of the permit and if a request for a hearing is received during the public comment
period, the Department will hold a legislative public hearing as provided in the Uniform
Procedures Act, 6 NYCRR Part 621. Any request for a public hearing must be made in writing,
stating the nature of the issues proposed to be raised in the hearing and submitted to the
NYSDEC contact person no later than the last filing date. A notice of the final decision will
be
sent to each interested citizen or organizations who have submitted written comments or have
requested such notice with a summary of responses to the comments received.

The applicant proposes to
subdivide a 6.3 acre parcel into two lots, Lot 1 to be 98,412
square feet and Lot 2 to be 175,727 square feet. Each lot is developed with an existing
single family dwelling. On Lot 1, remove and replace the existing sanitary system,
remove a portion of the asphalt driveway and revegetate, extend the existing driveway,
and remove an existing garage and shed. On Lot 2, remove and replace the existing
sanitary system and remove a portion of the asphalt driveway and revegetate. As
mitigation for the proposed project, a conservation easement of approximately 88, 533
square feet will be established and maintained as open space. The property is located at
168 Newtown Road, Hampton Bays, Town of Southampton, County of Suffolk on
Squires Pond, SCTM #0900-175-1-37.
