Project Description: The expansion by greater than 25% of a pre-existing group camp facility, The Lewis M. Fowler Camp and Retreat Center. The proposed expansion involves a new 5,700 square foot dining hall, two new cabins, a new office space, and parking area and access road relocations. The project also involves the relocation and renovation of approximately six other structures within the group camp facility. An existing camp store building and 12 campsites will be removed.

Project Title: Ticonderoga Property Development, LLC

Location: Shanahan Road in the Town of Ticonderoga

Project Description: The action involves operation of a new waste disposal area for the disposal of 35,000 cubic yards of unusable soils to be generated by the construction of a Lowe's home improvement store in Ticonderoga (Agency Project 2005-261). An additional amount of approximately 500 cubic yards of soil to be disposed of at this area will be generated by removal of silt and clay as part of wetland restoration on a site approximately 0.5 miles west of the waste disposal area (Agency Project 2007-38). The average depth of soils to be placed in the waste disposal area will be about 1.4 feet, with the deepest deposited amount to be about 5 feet. The disposal site, which will occupy approximately 20 acres, is currently used as an agricultural field. It will be revegetated and returned to agricultural production after completion of waste disposal operations. The process of removal of unusable soils from the Lowe's store site and its disposal deposition and grading at the disposal area is expected to take approximately 2.5 to 3 months.

Project Title:The Adirondack Club and Resort

For Public Hearing or Scoping Session: The public statement (legislative) portion of the public hearing will occur April 18, 2007 from 3 pm - 5 pm, and resume at 6 pm at the auditorium of the Tupper Lake High School, 25 Chaney Ave. A preliminary conference concerning party status, hearing issues and discovery will be held on Thursday, April 26, 2007 at 10 a.m. at the Goff-Nelson Memorial Library, 41 Lake Street, Tupper Lake, to be continued on Friday, April 27, if necessary.

Project Description:On April 19, 2005, the Adirondack Park Agency received an application to undertake a Class A and B Regional Project, and known as the Adirondack Club and Resort, located in the Town of Tupper Lake (Town), Franklin County. The project site is approximately 6,236 acres of property and includes lands of the former Big Tupper Ski Area (445 acres), the surrounding Oval Wood Dish landholdings (5,740.5 acres), the Cranberry Pond landholding (49.5 acres) and the former McDonalds Marina (1 acre). Most of the site is located east of NYS Route 30, except for the marina and two other small parcels that are located west of Route 30. The site includes about 1,800 feet of frontage on Simond Pond and about 235 feet on Tupper Lake at the marina. The applicant proposes to develop a planned resort development with a ski center, marina, shooting school, 60-unit inn, 639 single-family and multiple-family residential dwelling units, and 24 "great camp" lots. The project will be serviced by the Village of Tupper Lake (Village) municipal water system. An on-site private wastewater treatment plant at Cranberry Pond will handle the majority of the wastewater for the project except for flows from the Lake Simond Pond Subdivision which will enter the District 23 sewers and the Village treatment plant. The Village municipal electric system would provide power to the site and the roads servicing the site would become Town roads. Funding for the infrastructure (i.e., water, wastewater, electric and roads) is proposed to be financed by bonds issued by the Franklin County Industrial Development Agency. A payment-in-lieu of taxes (PILOT) arrangement with local taxing jurisdictions has been proposed. The applicant proposes to undertake the project in four phases over thirteen years, and details of the phases can be found in the February 15, 2007 "Project Order."

Negative Declaration

Saratoga County - The Saratoga Springs Planning Board, as lead agency, has determined that the proposed Mokasha Square Subdivision will not have a significant adverse environmental impact. The action involves developing the six remaining lots of a previously approved subdivision along Mokasha Square in the City of Saratoga Springs. The project includes the rehabilitation of Mokasha Square street in accordance with the current City standards, providing public water and sanitary sewer services for each lot, new drainage improvements and the extension of the existing water main to provide a loop to the water main in Pine Road. The site is located at 4 Mokasha Square, Saratoga Springs, NY.
