New York City County - The New York City School Construction Authority, as lead agency, has determined that the proposed P.S./I.S. 128, Queens (New Building) will not have a significant adverse environmental impact provided specific conditions are met. There will be a 30 day public comment period commencing with the date of this notice. The action involves the construction of a new, approximately 650-seat primary/ intermediate school facility in the Middle Village section of Queens. Construction of this proposed facility would be conducted pursuant to DOE's Capital Plan for Fiscal Years 2005-2009.
The proposed site comprises the entire block bounded by 65th Drive to the north, Juniper Valley Road to the south, 69th Place to the west, and 70th Street to the east (Block 3027, Lot 37). The site is owned by the City of New York and is under DOE's control. The existing one-story P.S. 128 school building, which was constructed in the 1950s, stands on the eastern half of the site, with the remainder of the site used for open paved schoolyard. The site contains a total of approximately 75,430 square feet of lot area.
Under the proposed project, the SCA would construct a new primary/intermediate school facility on the western portion of the site while the existing P.S. 128 building and annex continue to be occupied by the school organization. The proposed new four-story facility would contain approximately 97,900 gross square feet, consisting of standard classrooms, special educational facilities, art and music rooms, science rooms, gymnasium, auditorium, library, cafeteria, and administrative and support space. Construction activities would begin in 2007, with student occupancy of the completed facility expected to begin in September 2009. Upon completion of the proposed new facility, the school organization would move into the new building. The existing one-story school building would be demolished and that area restored for open schoolyard use.
The project is located on Block bounded by 65th Drive, Juniper Valley Road, 69th Place, and 70th Street, Queens, New York, Tax Block 3027, Tax Lot 37.
The condition is:
The SCA shall petition the New York City Department of Transportation (NYCDOT) prior to the completion of construction to implement signal timing modifications such that the new school facility will not result in a significant adverse impact to local traffic conditions.
