current 175 below sea level to 1,250 below sea level. Ultimately, this area would be
allowed to naturally reclaim as a lake surrounded by vegetated "benches". The location is
on the east side of the Hudson River, accessed through Sheafe Road.

The
New York State Department of Environmental Conservation (department) is
pursuing an Environmental Benefit Permit Strategy (EBPS) Department Initiated
Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit
(NY0250457, DEC Identification #: 3-3346-00085/00024), the Stewart Air National
Guard Base, pursuant to 6NYCRR Part 750-1.18, New York State's Environmental
Benefit Permit Strategy (EBPS). The changes to the permit are as follows:
Monitoring
locations for outfalls 002 and 003 moved to the discharge side of
Recreation Pond (designated as outfall 010). Outfalls 002 and 003 remain as internal
outfalls. Existing outfalls 005, 006, 007, 008, 009A and 009B were added to the permit.
Flow monitoring for outfalls 001, 01A and 004 has been changed from instantaneous to
calculated. Flow shall be measured at outfall 010. At outfall 01A the action levels for
benzene, toluene, ethylbenzene and xylene (BTEX) for hydrostatic testing of tanks were
changed to BTEX limits of 0.02 mg/l. Monthly monitoring of flow, Biochemical Oxygen
Demand (BOD) and glycol will be required at internal outfalls 002 and 003. Outfall 010
requirements include: a 15 mg/l limit for oil and grease; BTEX action levels of 0.10 mg/l;
Monitoring of glycol levels; and seasonal limits for BOD.
A
compliance schedule requiring three months of acetone monitoring was added to the
permit. A compliance schedule require identification and implementation or construction
of the flow monitoring method or device to measure flow from outfall 010 is also
included.
Monitoring
of BOD and glycol at outfalls 002 and 003 is required once per month.
Updated and incorporated Best Management Practices language to the permit. Hydrostatic
testing requirements were updated. Discharge notification act requirements have been
added to the permit and a diagram identifying monitoring locations has been included in
the permit.
The
modification would also include several other minor modifications. The
department seeks comments on the proposed regulated activity prior to making a final
decision on permit issuance.

As part of a public-private
venture with the Department of the Navy, the applicant
proposes to undertake the demolition of several houses and to construct a 2.05 acre
stormwater basin
within the 100 foot adjacent
area of state wetland CO-2(class 2). This work is part of the
proposed Stewart Terrace Family Housing project which will replace a total of 299
housing units with 177 new housing units on this 70 acre parcel. A total of approximately
3.6 acres of wetland adjacent area will be disturbed. A vegetation restoration plan is
proposed to enhance wetland and wildlife benefits as part of the project. No new
replacement housing will be constructed within the restored wetland adjacent area. The
adjacent area work will be done on the east side of Clark Street.

Wastewater Treatment Plant has surface discharge into the Tributary of Kinne Brook, a

limits, levels and monitoring mass limits for biological oxygen demand (BOD)
and total suspended solids (TSS) have been rounded to 2 significant figures to comply
with Department guidance. Influent sampling requirements for pH, settleable solids, 7 day
BOD, TSS and temperature have been removed from the permit. Monitoring of mercury
levels will be gathered using a new method (EPA Method 1631). In addition, the Dental
Amalgam Rule requires dentists to capture and recycle mercury used in amalgam. To
accomplish these objectives, a compliance schedule for mercury sampling has been added
to the permit.
The
Department seeks comments on the proposed regulated activities prior to making a
final decision on permit issuance.
