Project Title: Town of Hague

Project Description: The Town of Hague is proposing upgrades to the municipal sewer system which is a major public utility use. There are wetlands and streams on the project site, however, directional drilling with erosion controls will be utilized to avoid impacts to these resources. The proposed new Sewer District No. 2 involves the installation of a 4-inch in diameter force sewer main to extend north and south of the existing Sewer District No. 1. The northern extension is approximately 11,000 feet long and extends to the north end of Forest Bay. The southern extension of the line is approximately 6,150 feet long and will be located south of Hague hamlet and extend to Prado Point. The new sewer district will utilize the existing wastewater treatment plant and it is the Town and their consultant’s opinion that the existing wastewater treatment plant has the capacity for the added wastewater loads created by the additional service area. Therefore, there are no improvements to the wastewater treatment plant proposed at this time.

Project Description: The action involves a greater than 25% expansion of an existing 40+-foot high research laboratory building by the construction of a three-story 11,133 square foot brick/masonry addition and a one-story 575± square foot boiler room. The three-story addition will provide additional scientific research space for animal housing, procedures rooms and support facilities. Municipal water supply and wastewater treatment facilities will continue to be used. Eight to ten additional staff are expected to be employed as a result of the proposed expansion.

Project Description: The project involves the construction of a 500,000 gallon water storage tank and control building and related site development. The top of the arched roof of the tank will be approximately 10 feet above the final grade on the west side of the tank and 14 feet above the final grade on the east side of the tank. The project also includes the construction of a 12’ by 14’ control building that will be approximately 12 feet above the final grade to the peak of the roof, the installation of a cedar fence, implementation of a vegetative screening/planting plan and restoration of the existing water storage tank site. The vegetative screening plan includes planting a mix of 30 hemlock, 38 white spruce and 41 white pine trees that will be 4 to 6 feet in height at the time of planting. The new water storage tank and control building will be visible from Interbrook Road and adjoining properties, however, the proposed cedar fence and screening plan are intended to mitigate potential visual impacts.

Project Title: 1093 Group, LLC

Project Description: The action involves construction of a one-story 14,564-square foot building for use as a Rite Aid Pharmacy store, a new commercial use. This business is to be located in an existing shopping plaza’s paved parking area (former TOPS plaza) and will be served by existing municipal water supply and proposed municipal wastewater treatment facilities. Two 30-square foot wall-mounted signs are to be placed on the proposed building. Approximately 70 parking spaces will be devoted to the proposed commercial use. New lighting, landscaping and stormwater management facilities will be constructed.


Negative Declaration

Clinton County - The New York State Department Of Environmental Conservation, as lead agency, has determined that the proposed J. E. Sheehan Contracting Corporation, Cannon Corners Pit (DEC# 5-0938-00087/00001) will not have a significant adverse environmental impact. The action involves the applicant, J. E. Sheehan Contracting Corporation proposing to mine sand and gravel from a 50.0 acre Life of Mine Area on a 99.04 acre parcel of land owned by Leonard Gadway. It is anticipated that during the initial permit term, 49.4 acres would be affected in order to provide materials needed for wind farm projects. Onsite screening and crushing of gravel are proposed. Gravel will be trucked from the mine approximately 400 feet to Cannon Corners Road via an existing haul road. The entrance will have a locking gate to prevent unauthorized use during off hours. The reclamation objective is for soil stabilization and the establishment of grass cover. The proposed mine is located 500 feet west of Cannon Corners Road, and approximately1.7 miles north of U.S. Rte. 11.

Clinton County - Clinton County, as lead agency, has determined that the proposed Laurentian Aerospace MRO Project will not have a significant adverse environmental impact. The action involves construction of a 230,000 square foot (footprint) aircraft hangar at Plattsburgh International Airport to be used for the maintenance, repair and overhaul of widebody aircraft. The project is located at the end of Delaware Street on Plattsburgh International Airport, Town of Plattsburgh.

Positive Declaration And Notice Of Acceptance Of Draft EIS And Public Hearing

Franklin County - The Town Boards of Towns of Bellmont and Chateaugay, as co-lead agencies, have determined that the proposed Noble Chateaugay Windpark and Noble Bellmont Windpark may have a significant adverse impact on the environment and a Draft Environmental Impact Statement has been prepared. Co-Lead Agencies will conduct a consolidated public hearing on April 3, 2007 at 7:00 p.m. in the Auditorium of the Chateaugay Town Hall, 191 East Main Street, Chateaugay, NY. Additional consolidated public hearings will be held on April 17, 2007 at 7:00 p.m. in the Town of Bellmont Town Hall, 9 Hill Street, Brainardsville, NY.
