Project Description: The action involves a proposed surface fire on 77 acres to consume grass and brush species in the months of March, April, or September. The 77 acre treatment area consists of 3 different grass fields, ranging in size from 11 acres to 35 acres. It is not expected that all of the target grass fields will be treated in the same year, therefore, depending upon weather and available personnel, these treatments may take place in 2007, 2008, or 2009. None of the target grass fields will be treated more than once during this period. The fire is intended to rejuvenate grass species and to reduce the amount of encroaching brush. These grass fields are being managed under the approved Long Pond Unit Management Plan. The maintenance of these grass fields is important to the goal of biodiversity expressed in the Plan. Some of these grass fields have been identified as critical habitat for bird species such as the Henslow’s sparrow and the grasshopper sparrow.

Notice Of Acceptance Of Final Generic EIS

Onondaga County - The Town of Lysander, as lead agency, has accepted a Final Generic Environmental Impact Statement on the proposed Amendment #1 of the Town of Lysander Land Use Plan and FGEIS. A public Scoping Session was held on December 21, 2006. Public Hearings were held on January 18, 2007 and February 8, 2007. Public comment period ends April 11, 2007. The Town of Lysander, New York has determined that the DGEIS for Development and completion of a Transfer of Development Rights (TDR) Feasibility Study as an Amendment to the Generic Environmental Impact Statement (GEIS) previously prepared for the 1991 Town of Lysander Land Use Plan is final form.

The Feasibility Study includes and evaluation of the potential environmental impacts to proposed land in the Agricultural - Residential zoning district (AR-40) meeting criteria for potential Sending and Receiving Areas designed to support an amendment to the Town Land Use Plan (Comprehensive Plan). Update of the Land Use Plan and FGEIS includes a goal, objectives and evaluation criteria to determine land areas that are appropriate to serve as Sending and Receiving Areas. Future implementation of a TDR program as a growth management strategy is proposed to meet the planning goal to "Maintain an Economically Viable Agricultural Presence in those areas Zoned AR-40, especially in the Cold Springs Peninsula" for future generations. The project is located in the Town of Lysander, Onondaga County, New York. All proposed Sending and Receiving Areas are limited to the land area within the Town's AR-40 zoning district. The AR-40 zoning district is that land area dedicated to Agriculture and Residential Development subject to a minimum 40,000 s.f. lot size.
