The Department has made
a tentative determination to issue a Part 360 Solid Waste
Management Permit for an existing transfer station owned and operated by Shanks
Enterprises Inc. to increase the design capacity from 12,500 to 35,000 tons per year. The
increase exceeds the registration threshold and triggers a Part 360 permit. The facility,
located on 38 acres between Evergreen Street and and Spring Brook, handles municipal
solid waste, recyclables, construction and demolition debris, and white goods. No
changes are proposed other than an increase in rate. No onsite processing is conducted.
The permit application is available for review and comment at NYSDEC Region 8 in
Avon.

The Department has received
an application for the discharge of 330 gallons per day of
treated sanitary wastewater from an aerobic treatment unit and 50 linear feet of absorption
trench with an overflow to the Town of Penfield storm sewer which eventually discharges
to Thousand Acre Brook/Swamp, a Class C waterbody. The applicant plans to replace a
failing septic system and leachfield which currently discharges to groundwater on
property located on Penfield Center Road in the Town of Penfield.
The Department has made
a tentative determination to approve this application. As a
tentative determination, the Department is seeking public comments on the proposed
regulated activity prior to making a final decision on permit issuance. A draft permit is
available for review at the Department's Region 8 office in Avon.

The applicant proposes to
modify an existing permitted 91.8 acre surface clay mine that
provides material for the construction and operation of the Seneca Meadows landfill. The
modification is a change to the approved final grading plans that includes additional
excavation within the eastern and northern portions of the mine, increasing the volume of
materials available for landfill operations. The proposed changes will affect
approximately 55.1 acres. All modifications will occur within the existing, approved life-of-mine
(LOM) acreage, no other changes in the operation of the mine are proposed. The
project site is the applicant’s property immediately south of the existing landfill on the
south side of Salcman Road, Waterloo, Seneca County. The reviewed life-of-mine area is
for this review is 91.8 acres.
