The Department of Environmental
Conservation has initiated a modification and renewal
of the State Pollutant Discharge Elimination System (SPDES) Permit for the East River
Generating Station. This action is undertaken pursuant to 6 NYCRR Part 750-1.18, New
York State’s Environmental Benefit Permit Strategy (EBPS). The following permit has
been modified: The permit was modified in the following ways: 1) updated permit pages
are used based on the current Department guidance, format and nomenclature; 2)
renumbered and reordered Permit pages; 3) updated address for the Bureau of Watershed
Compliance and the Regional Water Engineer; and 4) addition of new monitoring
locations page. Permit limits, levels and monitoring are altered as follows: 1) Outfall
01H, “HRSG 1 & 2 Boiler Blowdown”, monitoring requirements are changed to be
consistent with the requirements of Outfall 01A “Boiler Blowdown”; 2) a new
monitoring requirement is created - Outfall 004 - “Substation Oil/Water Separator”; 3)
monitoring frequency is modified for the 01E - Tank Farm Oil/Water Separator; and 4)
Total Residual Chlorine limit for Outfall 001 is changed from 0.2 to 0.1mg/l. And lastly,
numerous biological reports and plans for the ultimate goal of reducing impingement and
entrainment are required consisting of the following submissions: 1) an approvable
“Impingement and Entrainment Report”; 2) an approvable “Design and Construction
Technology Review”; 3) a “Proposed Suite of Technologies or Operational Measures”
for Department review and consideration; 4) an approvable “Technology Installation and
Operation Plan”; 5) an approvable “Verification Monitoring Plan”; 6) an approvable
report which demonstrates compliance with 6 NYCRR Part 704.5 and 40 CFR 125 -
Subpart J; 7) a report on cumulative reductions in impingement and entrainment and
analysis of technologies following selection and implementation of the appropriate
measures; 8) an approvable “Thermal Study Plan”; 9) a dye study; and 10) a Best
Management Plan.
