The applicant proposes an existing discharge of stormwater collected from two separate ponded areas associated with a fueling terminal, via storm drains via a pipe and eventually to the Owasco Inlet, at the applicant's facility located at 12192 Water Street, Locke, NY.  The applicant operates an animal feed and fuel storage/delivery facility.

The Department has made a tentative determination to issue a permit for a State Pollutant Discharge Elimination System permit under Article 17 of the Environmental Conservation Law.  This tentative determination indicates that the discharge regulated under this statue is considered to satisfy regulatory standards for permit issuance, based on information available to the Department at this time.  As a tentative determination, the Department seeks comments on the proposed regulated activity prior to making a final decision on permit issuance.  As such, this tentative determination does not signify Department approval for or endorsement of the activity for which a permit is sought or for the overall proposed project.  Refer to this application by the application number listed above and the SPDES number, NY 026 1939.

Oswego County proposes a 56 foot vetical expansion of the Bristol Hill Sanitary Landfill over the currently constructed cells of the landfill.  The expansion would add an approximate 6 years of operation at current rates before construction of the next cell is required.  No significant adverse impacts are anticipated.  The application and SEQR documentation is available for review in the Syracuse Office.

To increase the area to be reclaimed as a pond from 11 acres to 18 acres. Total area to be mined remains the same. Eleven acres are currently approved for reclamation as a pond. This proposal will allow an additional adjacent seven acres to be reclaimed as a pond.
