The Department has made
a tentative determination, in accordance with its
Environmental Benefit Permit Strategy, to modify the State Pollutant Discharge
Elimination System (SPDES) permit for the Village of Rouses Point's Waste Water
Treatment Plant (WWTP). The existing permitted facility has a design flow discharge of
2.0 million gallons per day of treated wastewater to Lake Champlain, a Class A
waterbody, from a secondary treatment plant located at Lily Avenue Extension in the
Village of Rouses Point. The permit modifications include 1) Updated permit effective
and expiration dates, 2) Updated WWTP phone number, 3) Elimination of combined
sewer outfall (CSO) 002 due to construction of new sewers, 4) Addition of new
definitions page, 5) Addition of a Lake Champlain phosphorus Total Maximum Daily
Limit (TMDL) of 15.78 lbs/day, 6) Elimination of the action level requirement to monitor
for copper, zinc, 1,2-dichloroethane, chloroform and methylene chloride based on many
years worth of sampling results showing that these compounds are not present or are well
below concentrations that would require further monitoring, 7) Addition of an annual
mini pretreatment reporting requirement and a short term high intensity monitoring
program for mercury. The draft permit (SPDES # NY 002 1831) is available for review

The applicant proposes to
construct a 1.6-mile section of two-lane highway and
reconfigure Curry Road and State Route 67/US Route 9 in order to create a bypass with
the objective of removing through traffic from the Village of Round Lake. The road will
begin at a proposed single-lane roundabout at Curry Road just east of I87 Exit 11, and
continue without access, to the north and then east over a new 636 foot long bridge
spanning Ballston Creek and associated regulated Freshwater Wetlands, and thereafter
terminate at SR67/US9 with a double-lane roundabout. The proposal will impact ~4.17
acres of NYS DEC regulated Freshwater Wetlands R-13, R-14 and R-15 (all Class 1), for
which the functions and benefits lost will be mitigated by creating ~6.43 acres of
wetlands within the watershed.
