The Town of Perinton proposes
to conduct a major redevelopment of their Department of
Public Works Operations Center located at 100 Cobbs Lane in the Town of Perinton.
Work will include the demolishing and replacement of existing vehicle storage facility,
maintenance facility, and replacement of petroleum bulk storage facilities, salt storage
facility, the installation of a vehicle and pedestrian crossing over White Brook, and the
renovation of an existing highway garage to be used for additional vehicle storage. The
project as proposed will result in the loss of 0.48 acres of NYS Freshwater Wetland PR-31 (Class II). Onsite mitigation for wetland impacts and stormwater impacts have been
ruled out due to lack of suitable area onsite. To compensate for the wetland loss the
Town proposes to partner with Waste Management of New York, LLC, on the High
Acres Landfill expansion to fund creation of 1.0 acres of additional wetland mitigation as
part of their Parkway Expansion-Phase III project. To address compliance with the
Department's Stormwater Management General Permit for Construction Activities the
project sponsor has proposed to modify two previously constructed stormwater detention
facilities within the White Brook/Thomas Creek watershed.

Seneca Energy II LLC submitted
an Article 24 Freshwater Wetland Permit application to
construct 6,400 feet of new 34.5 kV power line to connect the relocated landfill gas to
energy facility, which utilizes gas produced by the Seneca Meadows landfill to generate
electricity, to the Goulds substation owned by NYSEG in the Village of Seneca Falls.
This proposal includes approximately 2,450 feet of ROW through NYS Freshwater
Wetland (SF-4). This will result in the permanent alteration of 27,300 square feet of
regulated wetland. The new power line is proposed to be located within the existing
ROW, however the power line size requires an additional 50-70 feet of ROW to be
cleared and maintained. NYSEG would be the owner and entity responsible for
maintaining the utility corridor after it's completed. The application has been determined
to be complete and ready for technical review. The file is available for review and
comment at NYSDEC Region 8. CORRECTIONS: The ENB Notice issued on 3/14/07
had an incorrect public comment deadline; the correct deadline is 3/9/07. The SHPA
determination has also been corrected.
