Project Description:
Applicant proposes to develop a 178 lot residental subdivision on a parcel of approximately 219 acres.  Approximately 0.5 acres of federally-protected wetland will be disturbed primarily by road crossing and flood channel improvement, as well as up to 5.2 acres of DEC-protected class 2 wetland BRE -2 adjacent area dirturbance primarily from storm water basin construction, lot grading, and wetland mitigation.  This site borders the Oneida River along Guy Young Road in the Town of Clay.

State Environmental Quality Review (SEQR) Determination:
Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.
SEQR Lead Agency:
Clay Town Board
State Historic Preservation Act (SHPA) Determination:
A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.
Coastal Management:
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Comments on this project must be submitted in writing to the Contact Person no later than Mar 09, 2007.

Project Description:
The Department has made a tentative determination to approve a proposed discharge of treated groundwater to an existing storm sewer along Thompson Road leading to S. Branch Ley Creek.  The contaminated groundwater will be treated through a clay filter and an activated carbon filter.  The application and draft permit is available for review in the Syracuse Office.
