Negative Declaration

Onondaga County - The City of Syracuse, as lead agency, has determined that the proposed Westcott Reservoir Rehabilitation will not have a significant adverse environmental impact. The City of Syracuse Water System is designed to operate with two major storage facilities, the Westcott and Woodland reservoirs. The Westcott Reservoir, constructed more than 80 years ago, has been out of service since 1999 due to failures in its concrete base and significant leaking. A Westcott Reservoir Rehabilitation Project (Project) has been proposed to replace the existing oversized 110 million gallon (MG) uncovered reservoir with two covered storage tanks, to be located at the same site. The proposed tanks will have a total storage capacity of approximately 70 MG, sufficient to assure adequate storage capacity while maintaining good water quality.

In addition to reinstating needed storage capacity in the City's drinking water system, other important benefits of this Project include improved water quality, compliance with microbiological drinking water standards, and improved security due to the protection offered by closed storage tanks. The project is located on Salisbury Road, Syracuse, NY, Onondaga County [43o 02' 37.15" N, 76o 12' 05.40" W].
