Onondaga County - The City of Syracuse, as lead agency, has determined that the proposed Westcott Reservoir Rehabilitation will not have a significant adverse environmental impact. The City of Syracuse Water System is designed to operate with two major storage facilities, the Westcott and Woodland reservoirs. The Westcott Reservoir, constructed more than 80 years ago, has been out of service since 1999 due to failures in its concrete base and significant leaking. A Westcott Reservoir Rehabilitation Project (Project) has been proposed to replace the existing oversized 110 million gallon (MG) uncovered reservoir with two covered storage tanks, to be located at the same site. The proposed tanks will have a total storage capacity of approximately 70 MG, sufficient to assure adequate storage capacity while maintaining good water quality.
In addition to reinstating needed storage capacity in the City's drinking water system, other important benefits of this Project include improved water quality, compliance with microbiological drinking water standards, and improved security due to the protection offered by closed storage tanks. Tioga County - The Tioga Central School District, as lead agency, has determined that the proposed 2007 Tioga Central School District Capital Improvement Projects will not have a significant adverse environmental impact provided specific conditions are met. Onondaga County - The Town of Lysander, as lead agency, has accepted a Draft Generic Environmental Impact Statement on the proposed Amendment #1 of the Town of Lysander Land Use Plan and GEIS. The public comment period ends March 14, 2007. The action involves development and completion of a Transfer of Development Rights (TDR) Feasibility Study as an Amendment to the Generic Environmental Impact Statement (GEIS) previously prepared for the 1991 Town of Lysander Land Use Plan.
The Feasibility Study includes and evaluation of the potential environmental impacts to proposed land in the Agricultural - Residential zoning district (AR-40) meeting criteria for potential Sending and Receiving Areas designed to support an amendment to the Town Land Use Plan (Comprehensive Plan). Update of the Land Use Plan and GEIS includes a goal, objectives and evaluation criteria to determine land areas that are appropriate to serve as Sending and Receiving Areas. Future implementation of a TDR program as a growth management strategy is proposed to meet the planning goal to "Maintain an Economically Viable Agricultural Presence in those areas Zoned AR-40, especially in the Cold Springs Peninsula" for future generations. Tioga County - The Town of Tioga, as lead agency, has accepted a Final Environmental Impact Statement on the proposed repeal of prior ordinances governing operations of race tracks in the Town of Tioga. The action involves repeal of all prior race track ordinances previously adopted by the Town of Tioga leaving open the possiblity of adopting a future ordinance if desired that meets the needs of the community, buth for protection and sustained economic growth. The location for the project is townwide.
