Jefferson County - The Town of Cape Vincent Planning Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed St. Lawrence Wind Energy Project. A public hearing on the Draft EIS will be held on March 24, 2007 from 9 a.m. to 12 p.m. at the Cape Vincent Recreation Center on South James Street. The public comment period ends June 15, 2007. The action involves construction and operation of a wind-powered electric generating facility in the Towns of Cape Vincent and Lyme, Jefferson County, New York. The proposed facility comprises up to 96 turbines; supporting infrastructure including an underground electrical collection system, a project substation, access roads, meteorological towers, an Operations and Management building, an approximate 9 mile overhead transmission line having a capacity of up to 115 kilovolts. The overhead transmission line would extend from the project substation to an existing substation in the Town of Lyme.
