Notice Of Environmental Impact Statement Scoping Session And Public Comment Period

Project description and location: Albany Landfill Eastern Expansion. Proposed expansion consisting of a 23 acre overfill coupled with a 15 acre lateral expansion of the Albany Landfill located in the City of Albany at Rapp Road. After Lead Agency Coordination under the State Environmental Quality Review Act the Department has assumed lead agency and issued a Positive Declaration requiring an Environmental Impact Statement to be prepared. The Department has scheduled a public scoping session for Wednesday February 21, 2007 at 7:00 p.m. to provide an opportunity for the public to submit comments on the scope of issues to be covered in the Supplemental Environmental Impact Statement to be prepared on this project. The location of this scoping session will be at the Polish Community Center located at the corner of Rapp Road and Washington Ave in the City of Albany. Written comments may be submitted by mail, fax or e-mail. The draft scope may be viewed at the Departmentís office listed below, the Albany Public Library, Colonie Town Library and online at www.capitalregionlandfill.com . Written comments on the project are to be submitted to the Contact Person by no later than Friday February 23, 2007.

Notice Of Extension of Public Comment Period

Columbia County - The New York State Department of Environmental Conservation (DEC), as lead agency, has accepted a Draft Environmental Impact Statement on the proposed A. Colarusso & Son, Newman Road Quarry Expansion located in the Town of Greenport. A previous ENB Notice (January 31, 2007) indicated that comments would be accepted until COB on March 5, 2007. The Public Comment Period is being extended to allow for a minimum 10 day period from the date of the scheduled public hearing on February 28, 2007, therefore comments will be accepted until COB on March 12, 2007. The February 28, 2007 public hearing will be held at 7:00 p.m. in the Theater in the Arts Center building, at the Columbia-Greene Community College on NYS Route 23 in the Town of Greenport. Written comments should be submitted to the attention of the contact person listed below.

Project Description: The action involves constructing trailhead parking for 25 cars on the portion of Prediger Road that enters the Indian Head-Plateau Mountain Wilderness. Fifty two trees will be cut on 0.2 of an acre to create an opening approximately 70 feet by 100 feet bordering the old road to the east, and to widen the road enough past the Forest Preserve boundary to allow passage for snow removal and emergency vehicles.

Project Description: The action involves an herbicide reduction of ferns, non-commercial tree species, and undesirable low valued tree species to allow the natural regeneration of desired tree species such as red oak and black cherry. The action is to take place on 25 acres of State Forest currently occupied by stands of red oak, black cherry, sugar maple and red maple. Impact on public health is minimal. Personnel will be equipped with safety equipment. Following the label instructions for application will minimize risk.

Project Location: Approximately two to three miles southwest of West Fulton in the Town of Fulton

Project Description: The action involves an herbicide reduction of ferns, non-commercial tree species and undesirable low valued tree species to prepare for the successful establishment of Norway Spruce seedlings through planting. The action is to take place on an 11 acre site, presently occupied by stands of red pine and white pine. Impact on public health is minimal. Personnel will be equipped with safety equipment. Following the label instructions for the application will minimize risk.


Negative Declaration

Greene County - The Catskill Central School District, as lead agency, has determined that the proposed Renovations/Expansion to Catskill Central High School and Middle School will not have a significant adverse environmental impact. The action involves the Catskill Central School District planning the renovation & expansion of the existing Middle & High Schools. Project includes hazardous materials abatement; renovation of existing core facilities; reconfiguration of spaces to accommodate program changes; technology, security & accessiblility upgrades. The project includes new classrooms, a library reading room & study hall. New classroom space from expansion will be less than 30,000 square feet.The existing driveway will be reconfigured & 2 new parking areas will be constructed allowing for approximately 54 additional parking spots. Total disturbance is approximately 4 acres. The project is located at 343 West Main Street, Catskill, NY.

Notice Of Acceptance Of Draft EIS And Public Hearing

Rensselaer County - The City of Troy, NY Planning Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed RPI East Campus Athletic Village. A public hearing on the Draft EIS will be held on March 20, 2007, at 6:00 p.m. on the 2nd Floor Council Chambers of Troy City Hall, 1 Monument Sq. Troy, NY. Public comment period ends March 30, 2007. The action involves a Master Plan designed to accommodate the needs of athletics, intramural sports and recreational activities at Rensselaer for 20 years forward. The proposed new facilities, including a football stadium, gymnasium, Natatorium, tennis courts, indoor track and ancillary uses, will be constructed on the area of campus east of Burdett Avenue. Several of the facilities shown on the master plan already exist, and new facilities will be built in phases as funding permits. The project is located at Georgian Terrace, Rensselaer County, Troy, New York.
