As currently proposed, the
project would install and operate approximately 181.7 miles of 30 inch diameter natural gas pipeline
from the Corning Compressor Station in Steuben County, through Chemung, Tioga, Broome, Delaware,
Sullivan and Orange
Counties, to the Ramapo Metering Station in Rockland County. Much of the project will utilize
the existing Columbia Gas A-5 Line and involves either replacing that line, abandoning it in place,
or using portions of that line.
Generally, construction
will require a 75 foot wide right-of-way, of which 50 feet would be maintained as permanent ROW.
The project will require crossing 260 perennial waterbodies and 21.7 miles of wetlands. Most of
the project construction is
proposed for 2008, although some tree clearing for Indiana bats and the crossing of the East Branch
of the Delaware is
proposed for 2007.
The Department issued a
water quality certification (WQC) to the Millennium Pipeline Company (Millennium) on December
8, 1999 and subsequently modified that certification on February 14, 2000. The federal agency
responsible for overall siting of
the project, the Federal Energy Regulatory Commission (FERC), issued a final order approving the Millennium
project on
September 19, 2002. The original Millennium proposal has since been modified and the project now
is one of five proposed
facilities that make up what is labeled the Northeast (NE)-07 Project. The other component facilities
of the NE-07 Project in
New York are the Empire State Pipeline Inc. Empire Connector Project and the Algonquin Gas Transmission,
LLC Ramapo
Replacement Project and they will each require their own water quality certifications.
The current modification
request by Millennium, in large part, downsizes the original length of the Millennium project. This
included eliminating the original proposal to cross the Hudson River and proceed through parts of Westchester
County, as well
as eliminating the crossing of Lake Erie and and the crossing of Chautauqua, Cattaraugus and Allegany
Counties. It also now
includes proposed changes to water body crossing methods such as for Catherine Creek, Catatonk Creek,
Chenango River,
Owego Creek, Nanticoke Creek, Susquehanna River, West Branch Delaware River, East Branch Delaware River,
Wallkill
River and Pochuck Creek, as well as several minor routing variations from the previously approved route.
FERC approved the modified
Millennium Project, as well as the other NE-07 project components, on December 21, 2006. The
Department's jurisdiction is limited to reviewing the application for revisions to the WQC.
