Negative Declaration

Oswego County - The Town of Granby Planning Board, as lead agency, has determined that the proposed Wal- Mart Supercenter will not have a significant adverse environmental impact. The action involves the development of a Wal-Mart Supercenter retail/garden/grocery store in the Town of Granby, Oswego County, New York. The proposed project will have a retail store size of approximately 186,296 square feet, incorporating a number of uses (discount retailing, grocery store, pharmacy, garden center, photo developing and tire-lube-express). No gas station is included in the plan. The proposed project also includes a paved parking lot to accommodate approximately 938 vehicles, a main access point to NYS Route 3 to be controlled by a new traffic signal with associated highway improvements (and potentially a second access point from County Route 3), an on-site storm water management system, appropriate landscaping and lighting, and utility connections necessary to support the Supercenter, including public water and sewer service extended from the City of Fulton, New York via newly created water and sewer districts within the Town. Oswego County - The Village of Sandy Creek, as lead agency, has determined that the proposed Manganese Greensand Filtration Project will not have a significant adverse environmental impact. The action involves a new manganese greensand water filtration facility. The project is located at Cable Trail Well Source in the Village of Lacona, New York.

Oswego County - The Town of Volney, as lead agency, has determined that the proposed Kingdom Water District will not have a significant adverse environmental impact. The action involves Installation of 18,700 feet of 8& 10 water main, hydrants, valves and water service laterals. All main line work will be in the road rights-of-way. The project is located on Kingdom Road, March Road and County Route 45, Town of Volney, Oswego County, New York.

Oswego County - The Oswego County Legislature, as lead agency, has determined that the proposed Bristol Hill Sanitary Landfill Vertical Expansion will not have a significant adverse environmental impact. The Bristol Hill Sanitary Landfill currently contains approximately 17.5 acres of dual composite liner system, which is active for landfill operations. Another 5.6 acres of dual composite liner system has been permitted, but is not yet constructed. The currently approved final elevation for the landfill above this liner system is 554 feet above mean sea level (msl). The proposed vertical expansion will raise this permitted elevation 56 feet, to a final elevation of 610 feet msl. The Bristol Hill Sanitary Landfill is located at 3125 State Route 3, Town of Volney, Oswego County, New York.
