The Department has
decided to pursue a Department Initiated Modification (DIM) to the State Pollutant
Discharge Elimination System (SPDES) Permit (NY 002-5437, DEC id: 3-4844-00040/00003), the Town
of Rockland wastewater treatment plant, pursuant to 6 NYCRR Part 750-1.18, New York State’s
Environmental Benefit Permit Strategy (EBPS). Modifications of the permit are as follows:
Outfall 002 has been added to the permit. This outfall is used only during
storm events that make
the Post Aerator and Outfall 001 unusable.
Seasonal monitoring changes have been identified under a parameter where limits
change due to
season.
The Water Quality Evaluation determined that the limit for Ammonia (as NH3)
should be reduced
to 11.0 mg/l. The past three years of data indicate that this level is achievable.
The Ultimate Oxygen Demand (UOD) limit was reduced to 57.5 mg/l for all flows
based on the
past three years of data that indicate this level is achievable. The UOD mass loading is now 384
lbs/day versus 380 lbs/day based on permitted flow (0.8 mgd) and concentration (57.5 mg/l).
Water temperature has been changed to an “Action Level”. Data
from the facility over the past
three summers included discharging temperatures over 70 degrees; which exceeded the
temperature criteria governing thermal discharges. If the temperature action level is exceeded,
the
facility will be required to perform additional sampling to determine the impact on the
Willowemac River.
Mercury has been added as a parameter to the permit to be monitored annually. This has been
added since data included in the facilities application included results for mercury.
Industrial pretreatment requirements have been eliminated since there is no industry
discharging to
the treatment plant.
A compliance schedule for repair has been added for Clarifier #2 and Lagoon #2
so they can be
repaired in a timely fashion and can be ready for service if the other units become inoperative.
The DIM would also
include other minor reporting modifications. The permittee has two outfalls that both
discharge into the Willowemac River, a class C(TS) water. The Department seeks comments on the
proposed regulated activity prior to making a final decision on permit issuance.

The applicant proposes to
stabilize portions of a 450-foot reach of the Kinne Brook
stream bank (DEC Waters Index No. D-10-20-3; Class B). The project site is located
generally southwest of Hamilton Road and NYS Route 17B, west of the United Mobile
Home Park. Various stream stabilization structures are proposed. They will include
stream bank rip-rap, rock deflectors, and rock "J--hooks", which are all designed to
reduce stream bank scouring and preserve the existing stream course.
