The Department has prepared a Draft Permit and has made a tentative determination to renew this application. The existing facility, known as the Glenwood Landing Energy Center was originally permitted in January 2002.  The facility consists of two General Electric LM6000 gas turbines which utilize a selective catalytic reduction unit to minimize emissions of oxides of nitrogen. The gas turbines operate as simple cycle units, employing a spray inter-cooling system to optimize power output.  Other on-site equipment includes gas and air compressors, a cooling tower lube oil cooling system, water treatment and storage system, ammonia storage and injection system, raw water storage, auxiliary electrical systems, and a distillate oil storage tank.  There are two stacks at the facility approximately 125 feet tall.  In 2002 the facility received State Facility air pollution control and ttile IV (Acid Rain) permits allowing the construction and operation of the subject facility.

The Department has prepared a Draft Permit, and made a tentative determination to approve this application for renewal of an existing Title V permit - pursuant to the Federal Clean Air Amendments and Article 19 of the NYS Environmental Conservation Law.  The facility is subject to NOx RACT (Reasonable Available Control Technology). The renewal allows an increase in annual NOx emissions, but avoids New Source Review by capping the increase to less than twenty five tons.  In addition to the two existing Waukesha P9390GSI natural gas engines, the renewal allows for the addition of a third Waukesha P9390GSI natural gas engine in order to power the automobile shredder. Each engine is rated at 2560 horsepower.  The shredder employs cyclone separators and baghouse filters to limit the particulate emissions.  In addition, the facility operates a Caterpillar 3516B diesel generator (rated at 1750 hp) to supply the electrical power that runs the emission control devices and other support equipment at the site.  The Waukesha L5792 Diesel generator, which was used as an emergency generator, is no longer in service. The facility is located in the Town of Brookhaven, at 71 Peconic Avenue, Medford, NY.

The existing facility, known as the Port Jefferson Energy Center was originally permitted in January 2002.  The facility consists of two General Electric LM6000 gas turbines which utilize a selective catalytic reduction unit to minimize emissions of oxides of nitrogen.  The gas turbines operate as simple cycle units, employing a spray inter-cooling system to optimize power output.  Other on-site equipment includes gas and air compressors, a cooling tower lube oil cooling system, water treatment and storage system, ammonia storage and injection system, raw water storage,  auxiliary electrical systems, and a distillate oil storage tank.  There are two stacks at the facility approximately 265 feet tall.  In 2002 the facility received State Facility air pollution control and Title IV (Acid Rain) permits allowing the construction and operation of the subject facility.

The applicant proposes to construct a 600 square foot dwelling and pervious driveway, as well as install two drywells and a septic system. The proposed location for the dwelling is approximately 51 feet from state regulated freshwater wetland # P-2. The proposed locations for the drywells are 52 feet and 59 feet respectively, from the delineated freshwater wetland boundary. The proposed location for the nearest component of the septic system is 74.5 feet from the delineated wetland boundary, and the proposed location for the driveway is 71 feet from that boundary. The project is located on East Shore Drive, in Patchogue, Town of Brookhaven, SCTM # 200-973.1-2-14.

The applicant proposes to construct a swimming pool and surrounding deck in the adjacent area of a NYSDEC regulated fresh water wetland, #MP-36. The swimming pool and surrounding deck are proposed to be located 80' feet from the wetland.  The project site is located at Gilbert Road, Montauk, Town of East Hampton, Suffolk County, SCTM# 300-19-3-38.6

The Department has made a tentative determination to issue a modified permit for a State Pollutant Discharge Elimination System permit under Article 17 of the Environmental Conservation Law.

The applicant plans to continue to operate a laundromat and with a discharge of 26,500 gallons per day of laundry wastewater to groundwater from an Alltec WWTLRAC filtration water treatment system at the applicant's facility located at 1668 New York Ave, Huntington Station, Huntington, Town, Suffolk County.

This tentative determination indicates that the discharge regulated under this statute is considered to satisfy regulatory standards for permit issuance, based on information available to the Department at this time. As a tentative determination, the Department seeks comments on the proposed regulated activity prior to making a final decision on permit issuance. As such, this tentative determination does not signify department approval for, or endorsement of, the activity for which a permit is sought or for the overall proposed project.

The following water purveyors have been identified as having service areas located within a 3mile radius of the applicant's facility: South Huntington Water District, Dix Hills Water District, Suffolk County Water Authority.

The applicant proposes to construct a 4' foot  by 58 foot new fixed dock.  The site contains tidal wetlands and regulated freshwater wetland # SA-46.  The project site is located at Sagaponack Main Street, Sagaponack, Town of Southampton, Suffolk County, SCTM #900-117-4-3.16.

The applicant is proposing to construct a 4' x 69' catwalk on Long Pond in the Town of Southampton.  Long Pond is a New York State regulated freshwater wetland, labeled as SA-5.

The applicant proposes to construct a 5 foot by 54 foot stone revetment consisting of 200 pound toe stone and 25 to 50 pound core stone.  The stone will be covered with 100 cubic yards of clean sand which will be planted with beach grass on 12 inch centers.  The project is located at 402 Dune Road on Moriches Bay, Westhampton Beach, Southampton Town, SCTM #905-17-3-52.
