The Department has prepared a Draft Permit and has made a tentative
determination to renew this application. The existing facility, known as the
Glenwood Landing Energy Center was originally permitted in January 2002. The
facility consists of two General Electric LM6000 gas turbines which utilize a
selective catalytic reduction unit to minimize emissions of oxides of nitrogen. The
gas turbines operate as simple cycle units, employing a spray inter-cooling
system to optimize power output. Other on-site equipment includes gas and air
compressors, a cooling tower lube oil cooling system, water treatment and
storage system, ammonia storage and injection system, raw water storage,
auxiliary electrical systems, and a distillate oil storage tank. There are two
stacks at the facility approximately 125 feet tall. In 2002 the facility received
State Facility air pollution control and ttile IV (Acid Rain) permits allowing the
construction and operation of the subject facility.

The Department has prepared
a Draft Permit, and made a tentative determination to
approve this application for renewal of an existing Title V permit - pursuant to the
Federal Clean Air Amendments and Article 19 of the NYS Environmental Conservation
Law. The facility is subject to NOx RACT (Reasonable Available Control Technology).
The renewal allows an increase in annual NOx emissions, but avoids New Source Review
by capping the increase to less than twenty five tons. In addition to the two existing
Waukesha P9390GSI natural gas engines, the renewal allows for the addition of a third
Waukesha P9390GSI natural gas engine in order to power the automobile shredder. Each
engine is rated at 2560 horsepower. The shredder employs cyclone separators and
baghouse filters to limit the particulate emissions. In addition, the facility operates a
Caterpillar 3516B diesel generator (rated at 1750 hp) to supply the electrical power that
runs the emission control devices and other support equipment at the site. The Waukesha
L5792 Diesel generator, which was used as an emergency generator, is no longer in
service. The facility is located in the Town of Brookhaven, at 71 Peconic Avenue,
Medford, NY.

The applicant plans to continue
to operate a laundromat and with a discharge of 26,500
gallons per day of laundry wastewater to groundwater from an Alltec WWTLRAC
filtration water treatment system at the applicant's facility located at 1668 New York

This tentative determination
indicates that the discharge regulated under this statute is
