Negative Declaration

Broome County - The Town of Conklin, as lead agency, has determined that the proposed Maines Paper & Food Service, Inc. Development of a 75,560 sf (expandable to 116,885 sf) food distribution facility on Maple Lane, Broome Corporate Park, Town of Conklin (Portion of Tax Map #194.11-1-30 and Portion of 194.04-1-39) will not have a significant adverse environmental impact. The action involves the proposed construction of a 117 car parking lot, 25 truck parking area and new building located on Maple Lane in the Broome Corporate Park. The proposed parking lot and building are located in an area that was previously designated as lot 10 & lot 14 in the Broome Corporate Park. The building will be a combination of office, dry storage, cooler storage, freezer storage and dock areas as follows:

Freezer: 23,059 sf
Dry Storage: 19,481 sf
Cooler Dock: (6 Doors): 9,300 sf
Dry Dock (5 Doors): 5,774 sf

Cayuga County - The Village of Union Springs, as lead agency, has determined that the proposed Village of Union Springs Comprehensive Plan will not have a significant adverse environmental impact. The action involves the Village of Union Springs supporting the regulation of land use and fiscal affairs as prescribed by Village Law Section 7-722 by undertaking comprehensive planning to plan a future of economic prosperity, social improvement and protection of the environment.

Onondaga County - The Town of Marcellus, as lead agency, has determined that the proposed Southern Onondaga Area (Marcellus) Water District will not have a significant adverse environmental impact. The action involves installation of approximately 12,800 linear feet of 12-inch ductile iron water main and appurtenances, approximately 4,100 linear feet of 8-inch ductile iron water main and appurtenances, and pumping improvements.

Onondaga County - The Town of Lysander Planning Board, as lead agency, has determined that the proposed Timbers Residential and Golf Community - Site Plan Review for Planned Unit Development will not have a significant adverse environmental impact. The project is located on 884 acres of land that was previously re-zoned to Planned Unit Development. A separate SEQRA review was undertaken during the re-zone process in which a Findings Statement was prepared and based upon a General Project Plan (GPP) dated April 24, 2006 and submitted by the developer and the request of the Town. The zone change to PUD was approved by unanimous vote of the Lysander Town Board on June 29, 2006 and the subsequent Site Plan was referred to the Planning Board in August of 2006. The project is located on land containing fours parcels (Tax Parcels No. 72-1-90, 72-01-06.2, 71-01-50.1 and 72-01-06.1) generally bounded by land owned by Budweiser Inc. to North, River Road to the west, the Seneca River to the east, Patchett Road to the South.

Onondaga County - The Town of Otisco, as lead agency, has determined that the proposed Southern Onondaga Area (Otisco) Water District will not have a significant adverse environmental impact. The action involves installation of approximately 20,000 linear feet of 12-inch ductile iron water main and appurtenances, approximately 9,500 linear feet of 8-inch ductile iron water main and appurtenances, and a construction of a 600,000 gallon storage tank.

The action involves installation of approximately 7,800 linear feet of 12-inch ductile iron water main and appurtenances, and approximately 3,200 linear feet of 8-inch ductile iron water main and appurtenances.

Notice Of Acceptance Of Draft EIS

Tioga County - The Village of Spencer, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed adoption of the Site Plan Review Law for the Village of Spencer. Comments on the Draft EIS will be accepted by the contact person until January 19, 2007. The action involves adoption of the Village of Spencer Site Plan Review Law. Through the site plan review it is the intent of this local law to promote and protect the health, safety, general welfare and environmental quality of the Village of Spencer. A clean, wholesome, attractive environment is declared to be of importance to the health and safety of the inhabitants of the Village and, in addition, such an environment is deemed essential to the maintenance and continued development of the economy of the Village and the general welfare of its inhabitants.
