Installation of a complete
water supply and distribution system to serve "Benefited Area
E" Town of Floyd. The water line installation will be constructed within the adjacent area
of Freshwater Wetland OR-5, a class III, 26 acre wetland.
Water Supply:
Issuance of this permit will ratify the first water supply application for the
water district known as "Benefitted Area E" of the Town of Floyd (as described by town
resolution dated August 2, 2005); and authorizes (1) the installation of a complete water
supply and distribution system to serve Benefitted Area E, and (2) the taking of a supply
of water in amounts estimated to average up to 15,000 gallons per day (gpd), annual
average, from the existing facilities of the City of Rome via intervening Town of Floyd
Benefitted Areas A,B, and C. Benefitted Area E is centered along Ritchie and Rostizer
Roads and is to serve up to 50 residences.

The applicant proposes to
replace a deteriorated bridge structure over Turnpike Creek, on
County Route 22, just north of the Hamlet of Fowler. The creek is within the boundaries
of regulated freshwater wetland GO-20, a 61 acre Class II wetland. A bypass channel is
being proposed in order to facilitate construction "in-the-dry". A minimum of one 48"
culvert will be placed in the bypass to maintain stream flow. Cofferdams will be placed
upstream and downstream of the present structure to facilitate removal of the present
structure and installation of an 14' wide x 8' high precast concrete culvert.
