Project Description:
The applicant proposes to construct a 12 foot wide access drive, with a total area of disturbance about 25 feet wide to allow for grading, which will cross approximately 60 linear feet of Freshwater Wetland (FW) DP-22, Class I, and 160 linear feet of FW associated 100-foot regulated Adjacent Area (AA).  A 12 inch diameter culvert is proposed to maintain wetland connections.  The drive is proposed to allow access to a new parking area, to be located outside the FW and its AA, for an existing commercial structure. An additional approximately 10,000 square foot area of the AA is proposed for excavation to create water swales and stone check dams to treat stormwater runoff from the new parking area prior to its discharge into the wetland.

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management:
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:
The applicant proposes to improve an existing crossing of State-designated Freshwater Wetland WL-42 (Class III) to provide access to a proposed 13-lot residential subdivision. The project site is a 35 acre parcel of land located on the west side of Moscoe Road, about 1/2-mile south of the intersection with NYS Route 55.  The existing driveway crossing will be widened from 12 feet to 20 feet to provide a two-way access road, which will result in the disturbance of less than 100  square feet of wetland.  Approximately 0.31 acre of the wetland 100-foot adjacent area will be impacted by widening of the driveway, installation of a wet swale along the roadway, and the construction of a portion of one residence.
