St Lawrence - The Town of Caton Town Board, as lead agency, has determined that the proposed Amendments to the Town of Caton Zoning Law concerning Mobile Homes will not have a significant adverse environmental impact. The action involves Amend the AGRICULTURE-RESIDENTIAL ZONING DISTRICT'S use regulation table to permit all mobile homes built according to the Federal Manufactured Housing Construction and Safety Standards (24 CFD 3280) HUD Code.
In BOTH DISTRICTS: Amend to prohibit the use of substandard manufactured/mobile housing. Add a temporary use, under a conditional use permit, of standard design mobile homes as an emergency residence, or construction office for a period not exceeding twelve months. Also permit, under conditional use, the use of mobile homes as a second principal residence for a period not to exceed two years. Also permit, under conditional use, two principal residential structures on a lot in single ownership ONLY for the purpose of agriculture in order to expand the housing options of agricultural employees.
Add "Manufactured/" to all mobile home definitions in order to have a more focused definition.
Separate mobile homes, via definition, into mobile home residential design, and standard design. The residential design would include larger units (over 14 feet) and doublewides; The standard design would include all other manufactured/mobile homes that are built according to the Federal Manufactured Housing Construction and Safety Standards (24 CFD 3280) HUD Code up to 14 feet wide. This action also defines modular housing, manufactured home parks, substandard manufactured/mobile home.
PROHIBITED USES: Manufactured/mobile homes as accessory structures. Also prohibited, "any temporary residential design manufactured/mobile home..." because larger mobile homes require a more permanent foundation, etc. and, thus, are more difficult to remove when the time period has expired.
