Consolidated SPDES Renewals
The purpose of the Public Hearing is to give the public an opportunity to provide oral or written comment on the Departmentís proposal to amend portions of Parts 700 - 704 of Title 6 of the Official Compilation of Codes, Rules and Regulations of the State of New York (6 NYCRR). The proposed revisions are necessary to add, revise, and delete water quality standards, and to add and or revise standard-setting procedures and related regulations, based upon the most current scientific information. Substances included in the proposal are: ammonia (new standard for marine waters), acetaldehyde (new standard for fresh waters), carbon disulfide (new standard for fresh waters), formaldehyde (new standard for fresh waters), iron (delete standard for fresh waters) and metolachlor (new standard for fresh waters). It also adds a narrative freshwater standard for the parameter "flow." The triennial review of the state's water quality standards is required by section 303(c)of the Federal Clean Water Act, and it's implementing regulations at 40 CFR Part 131. The purpose of the public information meetings is to provide the public an opportunity to learn and ask questions about the proposal.

D. INFORMATION MEETING AND HEARING FACILITIES/SERVICES:
The hearing and information meetings are scheduled at locations reasonably accessible to persons with a mobility impairment. Interpreter services will be made available to hearing impaired persons, at no charge, upon advance written request received by Mr. Stoner at the address below within a reasonable time prior to the scheduled hearing and information meetings.
E. ORAL/WRITTEN STATEMENTS:
All persons, organizations, corporations, and governmental agencies that may be affected by the proposed amendments will have an opportunity to make an oral statement at the Public Hearing and/or file a written statement. It is not necessary to file a written statement or request in order to appear or make a statement at the hearing. Written statements received prior to, during, or after the hearing and oral statements made at the hearing will be given equal consideration. F. ENVIRONMENTAL AND REGULATORY IMPACT REVIEW:
The Department has determined that the proposed revisions will not have a significant adverse environmental impact. The Department has prepared a Regulatory Impact Statement (RIS), a summary of the RIS, a Regulatory Flexibility Analysis (RFA) for small businesses and local governments, a summary of the RFA, a Rural Area Flexibility Analysis (RAFA), and a statement why a Job Impact Statement (JIS) is not required, under the State Administrative Procedures Act, and a Coastal Assessment under the Executive Law.

The Department of Environmental Conservation (DEC) is conducting this legislative public hearing pursuant to section 17-0301 of the Environmental Conservation Law (ECL).
The Pollution Prevention and Environmental Compliance Coordinating Council hereby gives notice that a meeting of the Council will be held from 9:00 - 11:00 a. m., December 14, 2006 at the offices of the Department of Environmental Conservation at 625 Broadway, Albany, New York in conference room 530.
