The applicant proposes to operate a surface
sand and gravel mine with a 3.5 acres to
the life of mine boundary within a 5.445 acre parcel southerly of Dominick Street. The
project site is on property owned by JKR Holdings, LLC and is located 1,000 feet south
of W. Dominick Street, 300 feet westerly of Railroad Street. The mine will continue to
operate as a traditional surface extraction of sand and gravel from the site. Mining is
also proposed for below the local water table. Excavation will be done by mechanical
equipment, standard for sand and gravel mining operations. Mining is proposed to
remove approximately 50,000 cubic yards of aggregate sand and gravel from this 3.5
acre operational life of the mine. Material will be stockpiled as unprocessed “run-of-bank”,
or processed with portable screens and crushers. Maximum processing rates for
the screen and crushing operations will exceed 150 tons-per-hour (TPH) and the
necessary air source permits have been applied for. Final reclamation will restore the
site to 1.2 acre pond and 2.3 acres of open space meadow. Reclamation will include
the replacement of stockpiled topsoil, and re-seeding with an approved USDA SCS
seed mixture. The total reviewed life-of-mine area is 3.5 (LOM) acres.

permit to repair an eroded embankment along the shoreline of the hydroelectric project's
impoundment in the Oswegatchie River. Repair work will be done with the impoundment
