Project Description: The action involves the development by the NYSDEC of a Unit Management Plan (UMP) for the White Hill Wild Forest Unit. As the lead agency, the Department has determined that the proposed UMP will not have a significant adverse environmental impact.
Section 816 of the Adirondack Park Agency Act (Executive Law) requires the DEC to develop, in consultation with the Adirondack Park Agency, individual unit management plans for each unit under its jurisdiction classified in the Adirondack Park State Land Master Plan. Proposed management actions include closing six primitive campsites; monitoring public use, fish and wildlife populations, and environmental impacts; public education; maintenance of existing facilities; improving access for people with disabilities to outdoor recreational opportunities at Clear Pond including development of an accessible waterway access site, designation and development of parking areas, trail development and reroutes and improving bridges.
St Lawrence County - The Village of Potsdam Board of Trustees, as lead agency, has determined that the proposed Annexation of 70.6 acres and construction of a Lowe's Home Improvement Store may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The action involves JEDA Capital 56 - LLC proposing to annex 70.6 acres of land situated on State Route 56 to the Village of Potsdam, New York. The developer further proposes to construct a Lowe's Home Improvement Store, and a strip retail facility on 78 acres of land situated both in the Town and Village of Potsdam. The total size of development will be slightly less than 200,000 square feet.
Once annexed to the Village, the developer proposes to build-out the project in several stages, with the first being the construction of a Lowe's Home Improvement Store. To accommodate this development it will be necessary for the developer to install new water and sanitary sewer lines parallel to State Route 56 and to construct a 300,000 gallon water tower on the proposed project site. This work will be accomplished during the first phase of the project.
The developer has submitted a Full Environmental Assessment Form to the Village of Potsdam's Board of Trustees. The proposed project may have significant impacts on land, water, historic/archeological resources and traffic impacts. After a careful review, the Village issued a Positive Declaration and Notice of Intent to prepare a Draft EIS on November 27, 2006. A public scoping session will be held by the Village at a date and time to be announced.
