The Department has prepared
a draft permit modification pursuant to Article 19 (Air
Pollution Control) of the NYS Environmental Conservation Law and made a tentative
decision to approve an application for an Air State Facility Permit for Broome Energy
Resources LLC’s Landfill Gas Recovery Facility located at the Broome County Landfill
on Knapp Road in the Towns of Barker and Nanticoke. The purpose of the permit
modification is to permit the operation of three (3) engine generator sets and a candle
flare at the landfill gas recovery facility. The engines/generators burn collected landfill
gas to produce electricity for sale.
Broome Energy's Broome County
facility includes a landfill gas (LFG) collection system
and a LGF-to-energy facility. The LFG collection system is installed in Sections I, II and
III of Broome County’s landfill. The LFG-to-energy facility located adjacent to Section I
includes two (2) Caterpillar 399 SITA engines/generators that generate 1,300 kilowatts of
energy (total) and one (1) Caterpillar 398 SITA engine/generator that generates 500
kilowatts of energy for a total generation capacity at the facility of 1,800 kilowatts. The
system is designed such that the candle flare burns excess LFG in the event of engine
failure or maintenance, and will be utilized when LFG in excess of the available capacity
of the engines must be combusted.
The draft permit includes
a facility-wide federally enforceable emissions cap to keep total
facility emissions of carbon monoxide below the major source threshold for carbon
monoxide of 100 tons per year. Carbon monoxide emissions and facility operating
parameters (such as landfill gas flow rates) are required to determined on a monthly basis
and reported to the Department in the facility’s annual capping certification report.
