The
Department has decided to pursue a Department Initiated Modification (DIM) to the SPDES permit
for the Air Products and Chemicals Sewage Treatment System (NY 007-2532). This initiative was
implemented to ensure compliance by the year 2009 with Goal 10 of the Hudson River Estuary Action
Plan, 2005-2009; enacted by the Governor in 2004 to improve water quality.
The
objective of Goal 10 is to make the waters of the Hudson River safe for the public to swim for the
river’s entire length. Swimming in the Hudson River is currently limited in part due to
high pathogen
levels; some of which come from discharges of wastewater treatment facilities. Therefore to reduce
pathogen levels, the DEC will modify the above mentioned SPDES permit to include disinfection of the
effluent for these wastewater discharges, as well as monitoring the discharges for fecal coliform and
chlorine levels (as relevant) in the respective receiving waters within the Hudson River Watershed.
