Project Description:
Applicant proposes to construct portions of four driveways with 100 feet of state freshwater wetland RC-29 (class 2) to provide access to Lots 3,4,5 and 6 of the proposed Farmview Estates nine (9) lot subdivision.  The property to be subdivided is a 112.01 acre site located west of Field Road located in the Towns of Clinton and Stanford and bordered to the north by the Town of Milan. The subdivision will use a previously constructed, paved road off of Field Road for access to the nine lots.  This road terminates at a cul-de-sac serving Lots 6,7 and 8.  Individual wells and sanitary septic systems are planned for each lot.

State Environmental Quality Review (SEQR) Determination:
Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.
SEQR Lead Agency:
Clinton Town Planning Board (Duchess Co)
State Historic Preservation Act (SHPA) Determination:
A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.
Coastal Management:
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment:
Comments on this project must be submitted in writing to the Contact Person no later than Dec 15, 2006.

Project Description:
The Department has made a tentative decision to approve this application for a permit (SPDES# NY-0271012) to discharge up to 21,000 gallons per day of treated sanitary wastewater to an unnamed tributary of Tributary H-46(Class C) of the Hudson River from a new sewage treatment plant to serve the proposed " Roundtop at Montrose"residential community.  This development consists of 92 units in four separate buildings.  The project is located on a 18.7 acre parcel located on the west side of NYS Route 9A, north of the Metro North right of way and to the east and south of the FDR Veterans Hospital.
The Department has prepared a draft permit with proposed effluent limits and monitoring requirements.
